A Study on Countermeasures Using IT for Prevention of Disappearance and Security in the United States

경찰청의 통계에 의하면 최근의 대형범죄의 인지건수는 감소하는 경향에 있으나 이것은 다분히 국민이 사회의 질서나 규범을 준수해서라기 보다는 경찰이 지역, 기업, 학교, 행정 등과 일체가 되어 여러 가지 치안유지 활동에 착실하게 임해 온 성과의 표현일 것이다. 그렇지만 여론조사에 의하면 국민의 치안대책에 관한 요망은 여전히 높고, 범죄에 대한 불안감은 해소되어 있지 않은 상황에 있다. 이러한 가운데 우리를 둘러싼 ICT(정보통신기술: Information and Communication Technology) 환경은 현저하게 변화하고 있어 경찰에서도 지켜야 할 전통은 지키면서, 시대의 변화에 따라 새로운 대처를 검토해 가는 것은 중요하다. 특히, 최근에는 빅 데이터나 AI(인공지능: Artificial Intelligence), IoT(Internet of Things) 등의 새로운 첨단 과학기술이 급속히 진전되어, 제조, 유통, 교통, 금융, 의료, 농업, 공공 서비스 등 폭넓은 분야에서의 활용이 늘고 있다. 따라서 경찰에서의 새로운 ICT 활용 가능성을 검토하는 것은 경찰활동의 고도화와 안전화는 물론 국민생활의 안전을 보호하여 사고를 방지하는 효과를 얻기 위해 치안을 담당하는 경찰청이 ICT의 활용에 대해 검토를 개시하는 것은 절호의 기회이다. 본고에서는 사건·사고 등의 미연 방지, 돌발 사안 발생시의 피해확대 방지의 관점에서 실종예방, 교통, 경비 등의 여러 분야에 있어서의 예측에 대해서, 경찰청이 안고 있는 과제의 해결을 위해 새로운 ICT의 활용의 기본방향을 정리·검토한 것이다. 본고의 내용을 특히 미국에서 경찰이 실종예방 및 치안유지 활동을 위해 활용하는 IT 현황에 대해 조사하고 문제점 등을 고찰하였다.

According to the statistics of the National Police Agency, the number of recent large-scale crimes is on the decline, but this is not because the people are observing social order or norms, but rather because the police are united with the local community, business, school, and administration to carry out various policing activities. It will be an expression of the achievements that have been made diligently. However, according to public opinion polls, public demand for security measures is still high, and anxiety about crime remains unresolved. In the midst of this, the information and communication technology (ICT) environment that surrounds us is changing remarkably, so it is important to keep the tradition that the police should keep, and to consider new measures according to the changes of the times. In particular, in recent years, new cutting-edge science and technology such as big data, AI (Artificial Intelligence), and IoT (Internet of Things) have been rapidly advancing, resulting in a wide range of fields such as manufacturing, distribution, transportation, finance, medical care, agriculture, and public services. Its use in the field is increasing. Therefore, examining the possibility of using new ICT in the police is to ensure that the police agency in charge of public security starts to review the use of ICT in order to obtain the effect of preventing accidents by protecting the safety of public life as well as upgrading and safety of police activities. is an excellent opportunity. In this paper, from the point of view of prevention of incidents and accidents, and prevention of damage expansion in the event of unexpected events, predictions in various fields such as crime, traffic, and security are presented in order to solve the problems faced by the National Police Agency. The basic direction was organized and reviewed. In particular, the contents of this paper were investigated and the problems of IT used by the police for crime prevention and policing activities in the United States were investigated.
