초록
보훈정책은 크게 ‘보훈보상정책’과 ‘보훈선양정책’으로 구분된다. 보훈보상정책은 국가를 위하여 희생하거나 공헌한 국가유공자와 그 유가족의 영예로운 삶을 도모하기 위하여 물질적인 보상지원을 하는 정책이고, 보훈선양정책은 국가유공자의 숭고한 나라사랑정신을 상징적인 여러 수단을 통해 널리 선양하여 계승 발전시킴으로써 국민들의 애국심을 함양하려는 정책이다. 이러한 보훈정책은 국민들 스스로 나라 사랑하는 마음을 가지고 국가 및 사회공동체의 위기에 기꺼이 자신의 희생을 감수하면서 봉사할 수 있는 마음을 길러 국민통합에 기여할 수 있다. 그동안 정부에서는 국가유공자의 숭고한 나라사랑정신을 널리 선양하여 국민들의 애국심을 함양하기 위한 보훈선양정책을 추진해왔으나 체계적인 정립이 요구되고 있으며, 효율성 측면에서 개선의 여지가 많은 것이 사실이다. 이에 따라 경남지역 지방자치단체의 보훈선양사례를 분석하였다. 또한, 보훈 선진국인 미국, 영국, 프랑스, 캐나다, 호주, 독일 등 주요 국가들의 보훈선양정책과, 한반도 주변국가로 러시아, 중국, 일본, 특수한 안보환경의 국가로 이스라엘, 스위스 등 비교분석을 통해 보훈선양정책의 발전방안을 제시함으로써 궁극적으로 대한민국의 보훈선양정책을 발전시켜 국민통합의 전기를 마련하고자 하였다. 따라서 본 논문은 이러한 각국의 보훈선양제도를 통한 국민통합 프로그램을 학습하고 분석하여 대한민국에 적용할 수 있는 보훈선양정책으로 발전시켜 국민들의 일상생활 속에서 나라 위한 희생과 공헌을 존경하고 예우하는 보훈문화가 사회 전반에 정착될 때 통일을 대비한 국민통합을 이룰 수 있음을 알 수 있었다.
The policy for patriot and veterans affairs is roughly divided into compensation and enhancement schemes. The compensation policy aims to provide financial rewards to promote the dignified lives of men of national merit and their bereaved families who sacrificed or contributed to the nation. In contrast, the enhancement policy fosters the people’s patriotism by widely improving and developing them through various symbolic measures. These policies contribute to national integration by cultivating the people’s love for the nation themselves and willingness to serve at their own expense in the crisis of the state and the society. Meanwhile, the government has been promoting veterans’ policies to foster patriotism by encouraging the noble spirit of love of the national merit. It has been required to establish systematic measures with improved efficiency. Accordingly, the cases of enhancements for veterans from local governments in Gyeongnam were analyzed for this study. In addition, the policy for patriot and veterans affairs from the advanced countries such as the United States, Britain, France, Canada, Australia, and Germany were investigated. As a country near the Korean Peninsula, Russia, China, Japan, and certain security environment countries like Israel and Switzerland suggested developing veterans promotion policies through comparative analysis. It aims to ultimately create an approach for patriot and veterans affairs to pave the way for national integration. Therefore, this paper reveals that the national integration for the unification is possible when a culture respecting the sacrifices and contribution to the country of veterans in everyday life is settled in society by educating and analyzing each country’s enhancement systems for patriots and veterans affairs.
