소방현장지휘관을 위한 창의성 교육과 연구 방안

A Study on the Education and Research of Creativity for the Incident Commander of Fire Department

본 연구는 그동안 소방 분야에서 관심이 적었던 현장지휘관의 업무능력 향상을 위한 창의성 교육과 연구 방향을 모색하기 위해 이루어졌다. 이를 위해 첫째, 국내외의 소방 분야에서 창의성 교육과 연구내용을 분석했다. 둘째, 국내 대학과 소방학교에서 창의성 교육의 현황을 파악했다. 셋째, 현장지휘관 자격인증제도에서 창의성 평가 방식에 대해 분석했다. 넷째, 현장지휘관의 창의성 교육과 연구를 위한 방안을 검토하였다. 그 결과, 소방 분야에서 창의성에 대한 관심을 두기 시작한 것은 9.11테러 직후부터였고, 연구는 그리 활발하지 않았음을 확인했다. 또한, 국내 대학과 소방학교에서는 창의성 개발 과목 그 자체를 개설하고 있지는 않고, 심리학 관련 과목이 최근 개설되어 있으며, 소방학교들에서도 심리학 관련 일부 내용을 다루는 과목과 리더십 관련 과목이 개설되어 있었다. 그리고 현장지휘관 자격인증제도에서는 초급지휘관과 중급지휘관의 제4단계인 면접과정에서 창의적 문제해결 과정에 대한 내용이 일부 포함되어 있었다. 창의성 교육과 연구를 위한 대안들을 비교·검토한 결과, 먼저 과목개발을 위한 연구를 진행하고, 수강 효과를 검증하는 연구를 진행해야 하며, 현장과 연계하여 실효성을 검증하여야 한다는 점이 확인되었다.

This study was conducted to determine the direction of creativity education and research to improve incident commanders’ capabilities in firefighting. First, we analyzed the contents of creativity education and research in the field of domestic and international firefighting. Second, the current state of creativity education in domestic universities and fire schools was ascertained. Third, the method of creativity evaluation in the incident commander qualification certification system was analyzed. Fourth, the plan for creativity in education and research for incident commanders was reviewed. The study confirmed that creativity in the field of firefighting, which started gaining attention immediately after the 9/11 terror attacks was not very active. In addition, domestic universities and national fire schools do not open the creativity development subject. However, many national fire schools have recently started offering psychology-and leadership-related subjects that deal with some- psychology-related content. The incident commander qualification certification system has some content on creative problem-solving in the interview process, which is the fourth stage of the beginner commander and intermediate commander program. A comparative study on creativity education and research confirmed that first, research on subject development should be conducted followed by research to verify the effect of the course. Furthermore, its effectiveness should be verified in connection with the field.
