보육시설 평가인증을 위한 조력체제 개발

Development of an Assistance System for the Childcare Centers Evaluative Accreditation

본 연구는 보육시설의 질적 수준향상을 위해 실시하고 있는 보육시설 평가인증을 위한 조력체제를 개발하는 것이다. 이를 위해 조력활동 관련 문헌 및 자료를 수집하고 보육시설 종사자의 조력활동에 대한 요구도 조사와 영유아보육관련 전문가들과의 면담조사에 기초하여 조력체제를 개발하였다. 본 연구의 연구대상은 설문조사 대상자 227명과 전문가 면담조사 대상자 15명이다. 본 연구의 절차는 먼저 관련 문헌 및 자료를 수집하여 조력체제 개발을 위한 연구계획을 수립하고 조력활동에 대한 보육시설 종사자의 요구도 조사를 위한 설문지를 개발하였다. 설문지에 대한 예비조사 후 본 조사를 실시하고 분석하였으며 이후 전문가 면담을 실시, 면담내용을 분석, 정리하였다. 마지막으로 설문조사와 면담조사에 기초하여 조력체제를 개발하였다. 본 연구의 결과는 다음과 같다. 첫째, 보육시설 종사자의 조력활동에 대한 요구도는 ‘평가인증 참여 신청부터 평가인증이 끝날 때까지’, ‘1～2회에 걸쳐’, ‘개별 보육시설을 조력자가 직접방문’하는 조력을 ‘관할 보육정보센터 직원’이 실시해 주기를 가장 원하는 것으로 나타났다. 둘째, 보육시설 조력활동에 대한 영유아보육관련 전문가들의 의견은 보육시설 질 개선과 전문성 향상, 인증통과라는 조력목표, 다양한 조력내용, 제도화와 지원확대를 통한 운영으로 구분되었다. 셋째, 보육시설 평가인증을 위한 조력체제의 개발절차와 방향을 제시하고, 조력체제의 목적, 내용, 운영으로 구성체계를 제시하였다.

The purpose of this study was to develop an assistance system for childcare centers ‘evaluative accreditation’. 227 principals and teachers to answer questionnaires that asked about requirements for an assistance program for evaluative accreditation. In addition, a panel of 15 experts was selected to answer questionnaires. Accordingly, this study was conducted in three steps. In the first step, we collected the needs of the 227 principals and teachers through questionnaires related to the assistance system for evaluative accreditation. In the second step, we collected opinions of the 15 experts through open-ended questions. In the third step, we developed the “Assistance System for the Evaluative Accreditation of Childcare Centers”. The results of this study were as follows:First, the principals and teachers requested the following support: “from opening of evaluative accreditation to ending”, “1～2 times”, “visiting for childcare center”, “by Child Care Information Center s staffs”. Second, experts opinions about the assistance program were grouped into aims, contents, and management on the assistance model. Third, the “Assistance System for the Evaluative Accreditation of Childcare Centers”, including development, directions, aims, contents, and management, was developed.
