IPA for Contactless Services of Social Welfare Centers during the COVID era: Focusing on the Busan Region

본 연구는 대면 위주의 활동을 해오던 사회복지관들이 코로나(COVID-19)로 인해 서비스 제공 환경이 갑작스럽게 변화됨에 따라, 서비스 제공과정에서 발생하는 어려움을 확인하고자 하였다. 이를 위하여 기존 사회복지 주요 사업별 수행 수준과 해당 사업이 비대면 서비스 체계에서 가지는 중요성에 대한 의견을 IPA(Importance-Performance Analysis) 기법을 통해 분석하였다. 더불어, 코로나 시기에 특화된 비대면 서비스에 대한 분석을 통해 장기적인 관점에서 비대면 서비스로의 변화에 사회복지 현장이 능동적으로 대처하고, 더 나은 서비스를 제공하기 위한 방안을 모색하고자 하였다. 분석은 부산지역 사회복지관(종합사회복지관, 노인복지관, 장애인복지관) 총 55개소의 종사자 109명이 응답한 데이터를 활용하였다. 본 연구의 분석 결과를 통해 충분히 준비되지 못한 상황에서 사업의 필요성에 비해 ‘전면 비대면’ 혹은 ‘중단’ 의 형식으로 수행될 수밖에 없었던 사회복지 현장의 어려움을 확인할 수 있었으며, 이 가운데 기관 유형에 따른 중요도와 수행도의 차이도 함께 살펴볼 수 있었다. 이를 바탕으로, 사회복지관의 변화 노력과 지원의 필요성을 제안하였다.

This study confirmed the difficulties encountered in the service provision process as social welfare centers, which had provided mostly in-person services, suddenly changed their service provision environment due to the COVID-19 outbreak. To this end, opinions on the performance of major social welfare projects and the importance of such projects in the contactless service era were analyzed using the interpretative phenomenological analysis (IPA) technique. In addition, analysis of contactless services specialized in the COVID-19 period revealed social welfare field workers actively respond to the change toward contactless services and seek ways to provide better services from a long-term perspective. Data from 109 workers from 55 social welfare centers in Busan (comprehensive social welfare centers, elderly welfare centers, and welfare centers for the disabled) were used for the analysis. The results revealed that field workers faced difficulties carrying out completely contactless work or completely halting work in situations where there was insufficient preparation, although they had much to do in an emergency. The difference in importance and performance levels depending on the organization type was also examined. Based on study results, there is need for efforts to change and support social welfare centers.
