시각장애인 보행지도사 자격제도 및 보행지도서비스 개선을 위한 연구

A Study for Improving the Certification System of the Orientation and Mobility(O&M) Specialists and the O&M Services for People with Visual Impairments

연구목적: 본 연구의 목적은 보행지도사 자격제도 및 보행지도서비스의 문제점을 분석하고 개선방향을 제시하는데 있다. 연구방법: 보행지도사 자격제도의 문제점을 파악하기 위해 151명의 보행지도사를 대상으로 설문조사를 실시하여 기본적인 기술통계분석(빈도와 백분율)을 실시하였다. 또한 보행지도서비스의 문제점을 파악하기 위해 기준표집(criterion sampling)을 활용해 시각장애인 5인과 전문가 5인을 대상으로 포커스그룹인터뷰(Focus Group Interview)를 실시하였다. 연구결과: 설문조사를 통해 보행지도사 시험 개선 의견, 보행지도사 취득 후 추가 교육에 대한 의견, 보행지도 분야 발전 의견을 제시하였으며, FGI는 내용분석(content analysis)을 통해 보행지도서비스의 문제점과 관련해 4개의 주제와 10개의 하위주제가 도출되었다. 결론: 보행지도사 자격제도 및 보행지도서비스 개선을 위해 시각중복장애인을 위한 보행지도 교과내용 확대, 보행지도 실습 의무화 및 실습위주 보수교육의 강화, 보행지도사 관리 전산화 및 웹사이트 운영, 맹학교 교육에 보행교육 정규화, 시각장애인 지부·지회 중도시각장애인 재활프로그램 활용, 보행지도사 자격증 소지 근로지원인 차등 급여 지급과 관련해 정책적 함의를 제시하였다.

Purpose: The purpose of the current study is to improve the certification system of the Orientation and Mobility(O&M) specialists and O&M services. Method: A survey analysis was conducted for 151 O&M specialists based on the descriptive statistical analysis(frequency and percentage) in order to find out the problems of the certification system. In addition, Focus Group Interviews(FGI) were conducted for 5 persons with visual disabilities and 5 O&M experts based on the criterion sampling in order to investigate the problems of the O&M services. Results: Through the survey analysis, the current issues and trends in the O&M certification system, on-going education for O&M specialists, and fields of the O&M services were proposed. Moreover, 4 themes and 10 subthemes were proposed through the content analysis based on the FGI. Conclusion: In order to improve the certification system of O&M specialists, the implications related to the expansion of O&M education for people with visual and other disabilities, the introduction of mandatory O&M practicum and practical continuing education, and the digital management of O&M specialists through an independent website were proposed, In addition, in order to improve and O&M services, the implications related to the standardization of O&M in the curriculum at blind schools, the utilization of local divisions of people with visual disabilities, and the provision of higher payment for job assistants with the O&M certification were suggested.
