시각중복장애교육 국제교류를 위한 실태조사

International Cooperation in Education for Students with Visual Impairments: A Status Report on a Global Perspective of the Educational Leadership Program in the United States

연구목적: 시각중복장애교육에 대한 국제적 교류를 기초자료를 제공하고자 미국의 시각중복장애교육 지도자 연수 참가국을 대상으로 교육환경 실태 및 교사 전문성에 대해 조사를 하였다. 연구방법: 지금까지 연수에 참여한 국가 중 15개국을 대상으로 국가별 시각중복장애 교육환경과 교사 전문성 실태에 대해 사전 설문조사 후, 항목별 가장 낮은 수치에 따라 국가별 인터뷰를 실시하였다. 연구결과: 첫째, 시각중복장애 교육환경 실태에서 교육시설 및 교재교구에서는 특수교육대상자 및 현황에 대한 실태조사가 비교적 잘 이루어지고 있으며, 교재 및 교육시설이 제대로 갖추어지지 않다고 하였다. 또한, 교육과정 및 교육방법에서는 교육과정과교육 및 교재교구이 비교적 잘 갖추어졌으나, 평가도구가 갖추어지지 않았다고 하였다. 둘째, 국가별 시각중복장애 교사 전문성의 실태에서 교사 전문성에서는 전문교사 및 치료사 배치가 잘 되었으나, 국가차원의 전문교사 양성과정 제대로 갖추어지지 않았다고 하였으며, 교육서비스의 적합성에서는 전문적인 교육서비스의 제공과 다양한 연수과정이 잘 되어있으나, 학습매체 및 매체에 대한 평가가 좋지 않았다고 하였다. 결론: 시각중복장애교육의 해외 교육협력을 위한 주기적인 현황조사연구가 필요하며, 이들의 지속적인 발전과 문제해결 방안을 위해 각국 사례공유 등 다양한 국제적 네트워크의 형성이 필요하다고 판단된다.

Purpose: This study investigated the current educational infrastructure and level of teacher preparation of 15 countries’ teachers who participated in the Educational Leadership Program of Perkins School for the Blind. Methods: The researcher conducted a pre-survey to gather information about educational practices for students with multiple disabilities including visual impairments, then collected qualitative data by interviewing the participants who rated low on the questionnaire items. Results: First, the participants addressed that their countries had well-established practices of special education needs survey, while a lack of facilities and resources for teaching exists. Various assessments tools are still needed with priorities. Second, more national-certified teacher preparation programs are prioritized and improve the quality of learning materials. Suggestions: The researcher suggested future efforts to report the improvements of service delivery regularly as well as build a global network to establish quality special education services for students with visual impairments.
