지역아동센터 평가제도 개선방안에 관한 연구

A Study on the Improvement of the Evaluation System for Community Child Centers

본 연구의 목적은 지역아동센터 평가의 문제점을 파악하고, 이에 대한 개선방안을 찾는 것이다. 이를 위해 본 연구에서는 지역아동센터 평가에 대한 이해가 높은 지역아동센터 시설장을 대상으로 포커스 그룹 인터뷰를 실시하였다. 연구결과 평가 준비과정에서 겪는 어려움으로는 시간 및 인력 부족, 과다한 문서작업 및 스트레스, 아동돌봄 소홀이 나타났고, 평가지표와 평가방식에 있어 문제점으로는 평가지표의 잦은 변경 및 늦은 공지, 현장을 반영하지 않은 평가지표, 평가 및 현장에 대한 평가위원의 부족한 이해를 지적했다. 본 연구에서는 이와 같은 문제를 해결하기 위해 평가지표의 조기발표, 현장 평가위원 전문 인력 양성, 평가센터와 지역아동센터 간의 소통, 지역아동센터 인력충원과 운영비의 현실화를 제안하였다.

The purpose of this study is to identify problems in evaluating community child centers and to find improvement plans for them. To this end, in this study, focus group interviews were conducted with community child center directors with a high understanding of the evaluation of community child centers. As a result of the study, the difficulties encountered in the preparation process for evaluation were lack of time and manpower, excessive document work and stress, and child care neglect. In addition, problems with evaluation indicators and evaluation process were frequent changes and late announcements of evaluation indicators, evaluation indicators that did not reflect the social welfare practice field, and insufficient understanding of evaluation committee members. To solve these problems, this study proposed early presentation of evaluation indicators, training professionals of evaluation committee members, communication between evaluation center and community child centers, replenishing manpower and raising operating costs.
