제주도 마을공동체의 학교지원에 대한 교육사적 고찰 -제주도 마을교육공동체의 가능성 탐색을 위해-

Educational Historical Study on the Status of School Support in Jeju-do Village Community: To Explore the Possibilities of the Jeju-do Village Education Community

본 연구는 제주교육사를 통해 제주 미래교육의 가치를 탐색해 보고자 하는 의도에서출발하였다. 연구자는 평소 제주교육사를 공부하면서 제주교육의 미래가치 중 마을교육공동체의 정신적 기반은 제주교육사에서 찾을 수 있다고 생각해 왔다. 따라서 본 연구는 이러한 연구자의 생각을 검증하는 작업이었다. 본 연구를 통해 제주지역에 건립된 초등학교 총 134개 학교 중 101개 학교에 마을공동체가 지원하였음을 확인하였다. 제주도 초등학교 건립의 75%가 마을공동체의 지원으로 건립된 것이다. 1960년대까지로 통계를 한정하면, 90%에 해당하는 학교에 마을공동체의 지원이 있었다. 구체적인 지원 내용으로 부지를 지원한 학교 17개교, 교사(校舍) 건립 지원 2개교, 부지와 교사 모두 지원 학교 59개교, 기타 지원 23개교로 파악되었다. 또한 학교 건립의 지원 주체는 마을주민과 유지(有志)로 나타났으며(총 98개교), 학교건립추진위원회 구성학교는 45개교로 파악되었다. 그리고 최근에도 제주는 작은학교살리기 운동이나 학교의 다목적강당 건립 등에서 마을공동체가 적극적으로 함께하고 있다. 이는 마을교육공동체 사업은 마을 주민의 관심과 노력, 참여와 실행에 그 성패가달려있다고 보는 기존 연구 관점에서 볼 때 유의미하다고 판단된다.

This study started with the intention to explore the value of Jeju s future education through investigating the history of Jeju education. Through this study, it was confirmed that the village community supported 101 out of a total of 134 elementary schools built in the Jeju area. 75% of the construction of Jeju Elementary School was supported by the village community. If the statistics are limited to the 1960s, 90% of schools received support from the village community. As for the specific support contents, 17 schools were provided with a site for the school site, 2 schools were supported for building classrooms, 59 schools were provided with school sites and classrooms at the same time, and 23 schools were supported with other means. In addition, it was identified that villagers and leaders (a total of 98 schools) were the leading forcesfor school construction support, and 45 schools were established by the Committee for the Promotion of School Construction. Still, the village community is actively participating in the small-scale school revitalization movement in Jeju and the construction of a school’s multi-purpose auditorium. This is judged to be meaningful in light of the previous studies stressing that the success or failure of the village education community project depends on the interest, effort, participation, and practice of village residents.
