연구개발성과 보호를 위한 보안 전담조직 설치 필요성 연구

기술패권 시대에 첨단기술 확보 경쟁에서 연구개발과 기술보호라는 두 마리 토끼를 모두 잡아야 생존할 수 있다. 그간 정부와 민간기업의 연구개발 투자와 노력으로세계 경제 10위권의 기술 강국이 된 우리나라는 지켜야 할 기술자산도 크게 늘었다. 미·중간의 무역 갈등과 외국인투자 심사를 강화하는 등 세계 각국은 자국의 기술을보호하는 한편 경쟁국가의 첨단기술을 합법·비합법적 방법을 구분하지 않고 확보하기 위한 시도를 지속하고 있다. AI·IoT·빅데이터·클라우드 등 4차 산업혁명을 대표하는 기술들의 발달과 산·학·연공동연구개발 확대 등 연구개발 환경의 변화는 산업 발전과 함께 기술유출에 대한위협의 증가요인이 되기도 하였다. 최근 사이버 해킹 등 기술침해 기법이 전문화·고도화됨에 따라 우리정부는 관련 제도를 정비하고 기술보호 전담조직을 설치·확대하는 등 국가차원의 기술유출 방지 대응을 하고 있다. 본 논문에서는 기술보호 관련 법률 ·제도 운영 등 기술보호 체계 현황과 보안 전담조직을 통한 대응 사례 등을 조사하여 연구개발성과 보호를 위한 전담조직 설치필요성에 대해 제고하고자 한다.

In order to win the competition to secure high-tech technologies in the era of technology hegemony, it is possible to survive only when R&D and technology protection conditions are met at the same time. The technology assets to be protected have also increased significantly for South Korea, which has become the world s top 10 technology powerhouse due to R&D investments and efforts by the government and private companies. Each country has continued to attempt to indiscriminately secure the advanced technologies of its competitors for its technological hegemony. As you might know non-tariff barriers such as foreign investment screening systems Changes in the R&D environment, such as the spread of AI, IoT, big data, and cloud in the era of the 4th industrial revolution and the expansion of joint research, are leading to an increase in threats to technology leaks. In preparation for the recent advancement of technology theft techniques such as cyber hacking. Recently the Korean government has taken prevent technology leakage such as reorganizing related systems and expanding organizations dedicated to technology protection. In order to explain the necessity of establishing a dedicated organization for R&D performance protection, this paper will deal with the current status of the technology protection system such as operating laws and systems and cases of response through the dedicated organization.
