교사학습공동체지원조례 제정의 필요성과 과제

Necessity and Challenges of Teacher Learning Community Support Ordinance

우리나라의 교사학습공동체는 주로 학교 안팎에서 교사들이 자율적으로 운영해오다가 혁신학교가 등장하면서 학교의 교사조직을 교사학습공동체로 변화시키려는 움직임과 함께 본격적으로 시도 교육청 단위의 정책으로 도입되었다. 그러나 여전한 성과 중심, 관 주도의 학교 문화와 제도적, 행・재정적 지원의 미비로 교사들은 교사학습공동체의 형성부터 운영까지 총체적인 어려움을 호소하고 있는 실정이다. 현재 교사 전문성 관련 법령은 전문성 신장의 당위성만을 강조하고 있을 뿐 교사의 자발적, 내재적인 전문성 신장을 제도적으로 지원하기 위한 법적 장치로는 매우 미흡하다. 따라서 본 연구에서는 각 시·도별 교사학습공동체 지원정책 운영 현황 및 이를 제도화하여 운영하고 있는 경기도교육청의 사례를 분석하여 현 정책의 한계를 파악하였다. 또한 교사학습공동체 운영의 저해요인에 대한 선행연구들을 비교분석하여 지원이 필요한 항목을 도출하였다. 그리고 핵심적인 저해요인으로 제기된 제도적, 행・재정적 지원 부족 문제를 보완하기 위해 이루어져야 할 제도적 지원방안을 모색해보고자 한다. 특히 지역 차원에서 시도되어야 할 법제도적 방안 제정의 방향에 대해 논의하였다. 이에 본 연구에서는 교사학습공동체를 제도적으로 지원할 수 있는 방안으로 ‘교사학습공동체 형성 및 활성화 지원 조례(안)’을 제안하였다.

The teacher learning community is a new order of schools that naturally emerged according to the demands of the times for curriculum autonomy. However, due to the lack of performance-oriented, government-led school culture, institutional, and administrative and financial support, teachers are complaining of overall difficulties from the formation to operation of the teacher learning community. Currently, there are Article 14 (2) of the 「Framework Act on Education」 and Article 38 (1) of the 「Education Public Officials Act」 as legal grounds to support teacher professionalism, but this law only emphasizes the justification for enhancing professionalism, but it is very insufficient as a legal device to systematically support teachers voluntary and intrinsic professionalism. Therefore, this study aims to identify the limitations of the current teacher learning community support policy and seek institutional support measures to be implemented to supplement it. In particular, I would like to discuss the direction of enacting legal and institutional measures that should be attempted at the regional level. Therefore, in this study, as a way to systematically support the teacher learning community, the Ordinance on Support for the Formation and Revitalization of the Teacher Learning Community was proposed.
