중소제조기업 교육훈련 투자 영향요인에 관한 분석

Identifying the Influential Investment Factors of Education and Training Cost and Time in Small and Medium-sized Manufacturing Firms

본 연구의 목적은 최근 우리나라 중소제조기업의 교육훈련 투자가 줄어드는 상황에서 중소제조기업의 교육훈련 투자가 어떤 요인들에 의해 영향을 받는지 확인하고, 이를 바탕으로 교육훈련을 활성화하는 방안을 제시하는 것이다. 이를 실증적으로 검토하기 위해 사업체패널조사 6∼8차년도 자료를 활용하여 패널회귀분석을 실시하였다. 기업의 교육훈련 투자 지표는 법정교육을 제외한 1인당 총 교육훈련비와 1인당 연평균 교육훈련 시간으로 설정하고, 독립변수는 기업 특성 관련 변수와 인적자원 개발 관련 변수로 설정하여 분석하였다. 분석결과는 다음과 같다. 첫째, 1인당 교육훈련비는 사업체규모, 1인당 인건비, 노조 유무, 주 근로시간, 직무분석 시행 여부, 자격 필요시 내부 육성 정도, 교육훈련비 사전 책정이 영향을 미치는 것으로 나타났다. 둘째, 1인당 연평균 교육훈련 시간은 사업체 규모, 직무분석 시행 여부, 핵심 인재 프로그램 운영, 교육훈련 휴가제도 운영 여부가 영향을 미치는 것으로 나타났다. 이러한 실증분석결과를 바탕으로 중소제조기업의 교육훈련 투자를 높이기 위한 방안을 제시하였다.

The purpose of this study is to identify influential investment factors in education and training of the small and medium sized manufacturing firms are influenced and seek solution to activate the education and training accordingly as their investment in education and training has declined these days in S. Korea. For empirical review, the panel data regression analysis was implemented with 6th to 8th year panel survey on the enterprises. Index in the enterprises’ investment in the education and training were set as total cost for the education and training per employee except compulsory education as well as annual average time for the education and training per employee. Research findings were as follows. First, total cost for the education and training per employee was influenced by business scale, personnel expense per employee, labor union, weekly working hours, whether the job analysis was conducted, level of internal training if necessary, and estimation of cost for the education and training in advance. Second, it turned out that annual average time for the education and training per employee was influenced by business scale, whether the job analysis was conducted, program for outstanding employees, and vacation policy for the education and training.
