CIPP 기반의 서울창의예술교육센터 성과평가 모형 개발 연구

A Study on the Developing Performance Assessment Model of Seoul Creative Arts Education Center based on CIPP

최근 학교예술교육의 활성화 정책에 따라 방과 후 활동에서 다양한 예술교육이 이루어지고 있지만, 양적·질적인 확대에 따라 예술교육에 대한 성과평가가 필요하다는 현장의 요구가 높아지고 있다. 따라서 본 연구는 독립된 기관 차원에서 학교예술교육을 전문적으로 시행하는 서울창의예술교육센터의 예술교육에 대한 성과를 평가하는 기초 연구 수행을 목적으로 설정하였다. 본 연구는 먼저, CIPP 모형에 대한 문헌연구 및 선행연구 고찰, 전문가협의회 및 델파이를 통해 예술교육에 대한 성과평가를 위해 3개 영역, 21개의 KPI(Key Performance Indicator)를 개발하였다. 또한, 이들 지표에 대한 지표 정의서 및 처방적이고 실천적인 성과관리모형을 포함한 성과관리편람을 개발하였다. 본 연구의 결과는 서울창의예술교육센터의 일관된 성과평가, 환류 및 개선에 시사를 주는 것은 물론 단위학교의 학교예술교육에 대한 성과관리 측면에서 어떤 점을 고려해야 하는지에 대한 시사점을 줄 것으로 기대한다. 또한, 비록 센터의 우수사례이지만 성과평가를 통해 발굴될 우수사례를 일반 학교로 확산하는 것을 통해 서울시 전체 학교예술교육의 성장에 도움을 줄 것으로 기대한다. 끝으로 서울창의예술교육센터의 성과평가 시스템 구축 방안뿐만 아니라 종합적인 발전방안 수립이 필요함을 제안한다.

Various types of art education have been implemented in after-school activities following the recent policy to encourage school arts programs. Due to the nature of art education, it is challenging to operate teacher-oriented classes, so professional art instructors from outside the school are required for the art education. However, school art education in the quantitative and qualitative aspects is expanding. It leads to a higher demand for the performance assessment of art education in the field increases. From this perspective, this study aims to conduct fundamental research to assess the performance of art education at Seoul Creative Arts Education Center, which specializes in art education as an independent institutional body. Most of all, this study developed three domains and 21 KPI(Key Performance Indicator) for the performance assessment of the center through literature research and prior research review on the CIPP model, expert council, and Delphi. Besides, a performance management manual was developed, including indicator definitions for these indicators and a prescriptive and practical performance management model. The results of this study suggest implications for consistent performance assessment, feedback, and improvement of the Seoul Creative Arts Education Center, and things to consider in terms of performance management of school arts education. This study also suggests that excellent cases developed through performance assessment would be beneficial for the all-school arts education in Seoul by diffusing outstanding cases although they are from the center. Finally, this study proposes not only to establish a comprehensive development plan for the center but also to construct a performance assessment system for the Seoul Creative Arts Education Center
