데이트폭력 피해자 보호를 위한 경찰과 민간경비의 협력방안

Cooperation between the Police and Private Security for the Protection of Dating Violence Victims

연인관계에서 서로 사귀다가 사소한 말다툼으로 시작한 갈등이 강간이나 살인 등 심각한 사회문제로 번지는 경우가 많다. 최근 데이트폭력 범죄의 예방과 데이트 폭력피해자의보호에 사회적 관심이 집중되고 있다. 경찰을 비롯한 형사사법기관에서도 특별한 관심을가지고 데이트폭력 범죄를 예방하고 피해자를 보호하기 위해 노력하고 있다. 그럼에도 불구하고 데이트폭력 범죄는 계속하여 발생하고 있으며, 심지어 피해자가 사망하는 사건도끊이지 않고 있다. 경찰의 한정된 자원만으로는 데이트폭력을 비롯한 모든 범죄의 피해자를 보호하는 것은 불가능하다. 데이트폭력에 있어서도 민간경비를 활성화시켜 부족한 경찰력을 보충할 필요가 있다. 특히, 피해자 신변경호 업무나 스마트워치 제공업무에 있어서경찰과 민간경비의 협력을 기대해 볼 수 있다. 피해자에 대한 위험의 강도를 기준으로 경찰과 민간경비업체가 상호 업무분담을 한다면, 부족한 경찰력을 보완할 수 있을 뿐 아니라민간경비업의 발전과 성장에도 도움이 될 수 있을 것이다.

In not a small number of cases, simple quarrels between lovers resulted in rapes or homicides, which has instilled a widespread social outrage. These crimes led to the increased interest in preventing ‘dating violence’ and protecting dating violence victims. Criminal justice institutions including the police have also taken special interest in the matter as well. Despite their efforts, however, dating violence still persists, with victims being murdered in some cases. The police lacks the resources to protect all criminal victims including those subject to dating violence. As such, we need to supplement the police’s resources by revitalizing the use of private security services to deal with dating violence. In particular, victim escort services and smart watch services can benefit from the cooperation between the police and private security firms. If the police and the security firms share the workload based on the level of risk borne by victims, we will be able to address the workforce shortage at the police while helping the private security industry grow and advance further.
