Exploring Categorization Criteria for Curriculum Book Autonomy and Diversification

본 연구는 교육부의 ‘2022 개정 교육과정 추진 계획’의 발표와 관련하여, 2022 개정 교육과정에 따른 초·중등 교과용도서의 국·검·인정 발행 체제 구분을 위한 합리적인 기준을 구안 및 제시하기 위해 수행되었다. 이를 위해 본 연구에서는 선행 연구와 최근 발표된 교과용도서 구분 고시 등을 참조하여 국·검·인정 발행 체제 및 구분고시의 특성을 탐색하였으며, 교과용도서 국·검·인정 구분 준거(안)을 ‘기본 고려 사항’과 ‘구분 기준’으로 나누어 개발·제시하고, 구분 준거를 활용할 수 있는 방안을 제안하였다. 제시한 교과용도서 구분 준거(안)은 교과용도서 자율화다양화 정책에 부응하는 창의적이고 질 높은 교과용도서 개발을 위한 기본적인 토대라고 할 수 있으며, 교과용도서 구분 심의와 교육부, 검정 심사 기관, 시·도 교육청 등의 교과용도서 개발 및 보급 관련 업무 계획을 수립하는 데 활용될 예정이다. 이를 통해, 사회의 변화와 요구 사항을 반영한 교과용도서의 발행 및 학교 현장 적용이 가능하고, 학습자의 교과용도서 선택권이 확대될 것으로 판단된다.

In relation to the announcement of the 2022 Revised National Curriculum Development Plan, this study proposes reliable criteria to clasfilfy elementary and secondary school curriculum books based on the 2022 Revised National Curriculum under government-copyrighted, government-authorized, and government-approved publishing systems. Previous curriculum book categorization notices and relevant studies were analyzed to explore the characteristics of these systems and notices. Based on the analysis, the study proposes ‘basic considerations’, ‘categorization criteria’, and suggestions for applying categorization criteria. These categorization criteria can serve as a foundation for the development of creative and high-quality curriculum books that are commensurate with the policy of curriculum book autonomy and diversification. The criteria can also be used for establishing work plans for the development and dissemination of curriculum books by the Ministry of E.ducation, textbook authorization institutions, and educational boards of cities and provinces. It is expected that social change and demand will be more closely reflected in curriculum books, and leaners’ choices for curriculum books will be expanded.
