A Study on National Veterans' Policy: Focusing on the Burial System for People of National Merit

국가보훈정책은 국가를 위해 헌신한 국가유공자를 예우 및 지원함으로써 국가유공자와 가족 그리고 국민들이 자긍심을 갖고 국가와 사회발전에 기여하도록 풍토를 조성하는데 있다. 국가와 사회를 위해 희생·공헌한 사람이 사망한 후 국립묘지에 안장하기까지 법적 근거, 자격심사를 통한 안장대상자 선정, 묘지 공간 확보, 운영관리 주체 및 재원 등 제도적 관점에서 국가유공자 안장제도를 분석하고 발전방안을 모색하였다. 첫째, 안장대상자의 자격심사이다. 자격심사는 서울현충원 홈페이지, 안장신청시스템, 국무회의등을 통한 안장신청과 국립묘지 영예성 확보를 위해 「국립묘지의 설치 및 운영에 관한 법률」 및개별법에 따른 안장 자격심사로 이루어진다. 유공자 선정과 인정 등에 있어 사회적 논란을 예방할수 있도록 절차를 엄격히 하고, 투명성을 제고해 나가야 한다. 둘째, 국립묘지 공간 확보이다. 국립묘지 안장대상자 증가로 매장 묘역이 만장되거나 납골당의시설 또한 소진이 예상되어 현충 시설을 지속적으로 구축해야 할 상황이다. 국립묘지에 안장할 국가유공자가 국립묘지 외 다른 지역에 매장 또한 안치 시 관리비용을 지원하는 사업 설계와 사이버묘역을 구축하여 언제나 참배가 가능하도록 할 필요가 있다. 셋째, 안장 운영관리 및 재원 확보이다. 국가유공자 및 국가장 등 국가가 주관하는 경우에는 주관부처를 일원화하여 행정의 효율성 및 서비스를 향상시켜 나가야 하며, 보훈서비스 전달주체로서국가보훈처의 위상을 강화할 필요가 있다. 국가유공자 안장, 예우 및 지원을 하는 국가보훈정책을안정적으로 추진하기 위해서는 무엇보다 재원 마련이 필수사항이다. 지방자지단체 또한 행정안전부의 지방교부금 교부 시 국가유공자 안장 등 보훈예산을 편성하도록 적극 협력할 필요가 있다. 결론적으로 국립묘지 안장 제도를 통하여 국가가 국가유공자들을 예우하고 지원하는 문화 정착 및 확산을 지속적으로 이루어 나가야 할 것이다.

The National Patriots and Veterans Policy aims to create an environment where people of national merit and their families can have pride and contribute to the development of the country and society by respecting and supporting those of national merit who have dedicated themselves to the country. This study examines the legal basis for burial in a national cemetery after the death of a person who sacrifices and contributes for the country and society among various fields of national veterans policy, selection of subjects for burial through qualification screening, securing of a burial place, and operation and management. The study analyzed the burial system for people of national merit from an institutional perspective, such as the subject and financial resources, and searched for a development plan. First, it is the qualification examination of the burial subject. The burial of a person of national merit is made through the screening of burial qualifications in accordance with the 「National Cemetery Installation and Operation Act」and individual laws in order to apply for a burial through the Seoul National Cemetery, the burial application system, and the State Council, and to secure the honor of the national cemetery. In order to prevent social controversies in the selection and recognition of meritorious people, the internal procedures should be stricter and measures should be taken to enhance transparency. Second, it is necessary to secure space for national cemeteries. While the number of people eligible for burial in the national cemetery is continuously increasing, the cemetery is full or the ossuary is expected to be exhausted. Thus, it is necessary to continuously build a burial facility. It is necessary to design a project to support management costs such as burial costs and weeding when a person of national merit to be buried in a national cemetery is also buried outside the national cemetery. Third, it is necessary to consider the operation management and securing financial resources for funeral and burial purposes. In cases where the state is supervised such as people of national merit or the head of state, it is necessary to unify several fragmented departments to improve administrative efficiency and services and to strengthen the status of the Agency of Veterans Affairs and the agency as the delivery body of the veterans services. In order to stably implement the national veterans policy of burial, courtesy, and support for people of national merit, it is essential to secure financial resources above all else. Local governments also need to actively cooperate to formulate a budget for veterans, such as the burial of people of national merit, when issuing local grants from the Ministry of the Interior and Safety.
