일본 공공도서관의 미래 : 주민참여를 통한 주민친화형 러닝코먼즈화

The Future of Public Libraries in Japan : Focused on Resident-Friendly Learning Commons

일본의 공공도서관 컨셉의 핵심은 주민친화형 러닝코먼즈이다. 지역 내 공공도서관을 이용하여 평생학습의 기회를 가질 수 있고, 이러한 기회를 통해 지역 사회는 배움과 활동이 순환적으로 작용하여 자아실현, 성장, 공동체 형성이 촉진된다. 이 연구에서는 공공도서관 운영에서 일어나는 공설공영의 접근방법을 살린 시민협동의 도서관 운영의 방향에 대해서 고찰해보기로 한다. 지역주민들이 서로 합의하여 새로운 지향점의 도서관을 설립, 운영하고 있는 세토우치시 공공도서관 사례를 분석하였다. 분석결과, 아래와 같은 지향점이 발견되었다. 첫째, 일본의 도서관 컨셉의 핵심은 주민친화형 러닝코먼즈화이다. 둘째, 일본 도서관은 지역주민들이 배우고, 살아가는 러닝코먼즈이자 지역공동체 형성의 공간으로 진화하고 있다. 셋째, 이용자의 주체적 참여가 이루어진다. 넷째, 도서관이 지역주민들의 문제를 해결하고 살아가는 공간이 되고 있다.

The core of Japan's public library concept is resident-friendly learning commons. You can have lifelong learning opportunities by using local public libraries, and through these opportunities, learning and activities in the local community work in a cyclical way, promoting self-realization, growth, and community formation. In this study, we will also consider the direction of library operation by citizen cooperation utilizing the public approach that occurs around the operation of public libraries. We analyzed the cases of establishment of public libraries in Setouchi City and Natori City, where local residents agreed to establish a library with a new direction. As a result of the analysis, the following directions were found in the basic concept for a resident-friendly learning commons library. First, the municipal library aims to be a space of knowledge and information. Second, the city library aims to be a space that provides counseling and solutions. Third, the city library aims to be a space that provides learning opportunities. Fourth, the city library aims to be a space for talking and creating knowledge. Fifth, the city library aims to be a space for expression and knowledge sharing.
