피란수도 부산유산의 세계유산화 과정

Heritagization Process of Busan Wartime Capital as a World Heritage Sites

본 논문은 세계유산 등재과정이 유산화 과정(Heritagization)의 과정임을 한국의 피란수도 부산유산의 등재 준비 과정을 통해 분석한 연구이다. 본 연구에서 유산은 사람들에 의해 만들어지고 정의되는 것이며, 유산의 특성을 정하고, 가치를 도출하거나 선별하는 일련의 과정들을 거쳐서 ‘유산’이라는 이름의 결과물로 제시되는 것이다. 이러한 관점을 바탕으로 볼 때, 유네스코 세계유산의 등재과정은 지역의 장소 및 유산들을 세계유산의 가치 체계와 기준을 바탕으로 지역의 유산을 해석하고 검토하는 세계유산화하는 과정이라고 볼 수 있다. 공동체의 집단기억을 내포하는 유산들이 세계유산 등재과정을 거치면서 유산의 가치에 다양한 변화가 일어난다. 본 연구에서는 피란수도 부산유산의 등재 준비 사례를 통해, 해당 유산이 지역의 유산에서 세계유산으로 변모하는 과정을 살펴본다. 이 과정속에서 피란수도 부산유산은 1) 피란수도로서 명명되는 과정, 2) 세계유산의 관점에서 국제적 가치가 도출되는 과정, 3) 세계유산의 OUV를 포괄하는 유산들을 선별하는 과정을 경험하면서 잠정목록에 등재되는 과정을 살펴본다. 이를 통해 본 연구에서는 유산화 과정으로서 세계유산 제도를 분석하고 피란수도 부산유산의 명칭과 등재기준, 구성요소의 변화를 통해 해당 유산의 유산화 과정을 면밀하게 탐구하고자 한다.

This paper is a study that analyzed the preparation process for the nomination of Busan Wartime Capital as a World Heritage Sites, in the perspectives of World Heritage nomination process as Heritagization process. In this study, heritage is created and defined by people, and is presented as a result of the name ‘heritage’ through a series of processes that determine the characteristics of heritage, derive or select values. Based on this perspective, the UNESCO World Heritage nomination can be seen as a process of making local places and heritage into a World Heritage site that interprets and reviews local heritage based on the value system and standards of World Heritage. Various changes take place from the perspective of world heritage as legacies that contain collective memories of the community go through the process of registering as world heritage. This study examines the process of transforming the heritage from a regional heritage to a world heritage through a case of preparation for the World Heritage nomination process of Busan Wartime Capital. In this process, Busan Wartime Capital is under the heritagization process with 1) its process of being named as heritage sites, 2) the process of deriving international values from the perspective of world heritage, and 3) the process of selecting components to present OUV. Through this, this study presents implications for the World Heritage System as a process of heritagization.
