국외 소재 문화재의 효율적인 환수·활용 방안 연구 - 박물관 활동 사례를 중심으로 -

Efficient recovery and utilization of Korean artifacts located in foreign countries - based on analysis on cases from the museum -

이 글은 필자가 박물관에서 진행한 사례를 분석하여 국외 소재 문화재의 효율적인 환수 및 활용을 위한 방안과 대안을 모색하고자 하는데 그 목적이 있다. 국외 소재 문화재 활용 사례는 1994년 국립중앙박물관에서 개최된 『미국 피바디엑세스박물관 소장 100년 전 한국풍물, 유길준과 개 화의 꿈』, 2012년 울산박물관에서 『75년만의 귀향, 울산 달리』특별전 등을 소개하였다. 국외 소재 한국 민속유물 관리활용 정책은 환수보다는 현재에서 그 역할을 다할 수 있도록 해야 한다. 전 세계적으로 한국유물을 수집한 박물관이 많다. 한국에서 더 이상 만나거나, 볼 수 없는 유물들은 그 당시 기억의 저장고이자 타임캡술 역할을 하고 있다. 소장처별 정확한 학술조사와 자료 정리를 통해 온전한 정보를 제공하고, 손상이 심한 자료는 보존처리를 통해 유물의 생명을 연장하고, 온라인/오프라인 등의 전시공간을 마련해야 한다. 국외 소재 문화재의 “현지 활용 우선” 정책이 필요하다. 국외 소재 문화재에 관한 정책은 현재 그 자리에서 대한민국의 역사문화를 대표하고, 알리는 문화홍보대사로서 역할을 할 수 있는 여건을 마련해야 한다.

This article discovers ways and alternatives to efficiently recover and utilize Korean artifacts located in foreign countries based on analysis on cases from the museum. Such cases were introduced earlier in Korea; [Yoo Gil-Jun and the dream of civilization, a Korean artifact from 100 years ago, owned by Peabody Essex Museum] at National Museum of Korea in 1994, and [Ulsan Da-li, Homecoming in 75 years] at Ulsan Museum in 2012. The utilization policy of Korean artifacts located abroad should be able to fulfill its role in the present rather than being recovered. There are many museums around the world that have collected Korean artifacts. The artifacts that can no longer be met or seen in Korea serve as a storage of memories of the time. Full information should be provided through accurate academic research and data organization for each collection, and severely damaged data should be preserved to prolong the life of the artifacts, and provide spaces for exhibition both online and offline. Hence, the policy of “utilization in the local area first” is needed. It should provide conditions for representing and promoting the history and culture of Korea in their current location.
