등대유산의 가치 및 활용정책 연구 - 문화재청 및 해양수산부 등대유산을 중심으로 -

A Study on Improvement for Values and Utilization Policy of Lighthouse Heritage - Lighthouse Heritage of Cultural Heritage Administration and Ministry of Oceans and Fisheries -

이 연구는 근대문화유산인 등대유산의 역사를 살피고, 문화유산으로서의 가치(건축사적 가치, 구술사적 가치, 경관적 가치, 공동체적 가치)를 해석해 보았다. 우리나라의 근대식 등대는 청일전쟁(1894-95년)을 겪으면서, 함선 운용의 필요성 때문에 시작되었다. 등대 는 역사적으로 대한제국 시기부터 서구열강, 일본 등 외국 선박이 우리영토를 출입하기 위한 목적으로 활용되었고, 광복 이후에는 해양을 통해 국제사회로 진출하는 교두보를 마련해 주었다. 1903년 최초의 근대식 등대인 인천 팔미도등대가 건설된 이래, 120여 년의 시간 동안 등대는 항로표지시설의 기능뿐만 아니라 근대 해양건축 및 기술이 집약된 문화유산적 가치를 포함하고 있다. 등대유산을 보호․관리하는 주요 부처는 문화재청과 해양수산부이다. 현재 두 기관은 등대유산의 보호와 함께 지역공동체와의 지속가능한 발전을 위한 문화유산 활용사업에도 적극적으로 활동하고 있다. 이에 따라 문화유산 관점에서 등대유산의 체계적이고 효율적 활용이 가능하도록 중장기적인 정책을 마련해야 할 것이다.

The purpose of this article is to examined the history of lighthouse heritage, as a modern cultural heritage, and interpreted the values as cultural heritage. During the Sino-Japanese War(1894-95), Joseon Dynasty identified an urgent need for constructing and the raising of awareness in the modern lighthouses due to the necessity of fleet bases. Historically, lighthouses have been used by foreign ships such as the Western powers and Japan for the purpose of sailing our territory since the Daehan Empire(大韓帝國) Period, and after liberation, they provided a bridgehead for spreading the other countries via the sea. Since the construction of the first modern lighthouse, Incheon Palmi Island Lighthouse, in 1903, the lighthouse has included not only the function of beacon but also the value of modern marine architecture and technology as a cultural heritage. The main authorities that safeguard the lighthouse heritage are the Cultural Heritage Administration and the Ministry of Oceans and Fisheries. Currently, The authorities are actively engaged in projects to utilize cultural heritage for sustainable development with local communities along with the protection of lighthouse heritage. In addition, mid- to long-term policies should be prepared to enable the systematic and efficient utilization of lighthouse heritage in terms of intangible cultural heritage.
