동북아 지역 문화재의 지진 재난관리를 위한 신협치 방안 연구

A Study on Measures of New Governance for Earthquake Disaster Management of Cultural Properties in Northeast Asia

본 연구에서는 한국, 중국, 일본의 지진 재난관리 법․제도와 피해지역의 재난관리 현황과 운영체계와 지진 사례를 통한 지진 피해 복구 방안에 대해 검토하였다. 나아가 지진 재난관리를 위한 신협치를 통해 문화재 지진 피해를 최소화하는 방안을 제안하고 있다. 지진 사례는 한국의 2016년 9.12지진, 중국의 2008년 쓰촨성 대지진, 2016년 일본 구마모토 지진으로 법·제도를 신설·수정·보완할 정도의 대규모의 지진을 대상으로 하였다. 중국과 일본의 사례를 참고하여 개선방안 네 가지와 실천 방안 두 가지를 제안하였다. 개선방안으로 첫째, 다양한 행위 주체가 문화재 지진 재난관리에 대해 모색할 수 있는 공간이 필요하다. 둘째, 문화재 지진 예방과 대비가 필요하다. 셋째, 시민단체 및 지역주민간의 연결망을 구축해야 한다. 넷째, 문화재 지진 재난관리 교육이 필요하다. 실천 방안으로 첫째, 지진 피해를 입은 문화재의 활용방안에 대한 논의가 필요하다. 둘째, 문화재 지진 방재연구, 홍보와 교육이 필요하다.

This study examined earthquake disaster management laws and systems in Korea, China, and Japan, the current circumstances of disaster management in affected areas, operating systems, and restoration plans of earthquake damages through earthquake cases. Furthermore, this thesis attempted to propose measures to minimize earthquake disaster management of cultural properties through new governance for earthquake disaster management. For case studies, this focused on Korean, Japan, and China as they experienced massive earthquakes such as the earthquake on September 12th, 2016, in Korea, the Sichuan earthquake in 2008 that occurred in China and the Kumamoto earthquake in 2016 occurred in Japan. Those earthquakes were enough to study their establishment and amendment of law and systems in those countries. Then, this thesis suggests four improvement measures and two implementation measures based on cases in Japan and China. The four improvement measures are: 1. Providing space for discussing earthquake disaster management of cultural properties 2. Strengthening the prevention and preparation for earthquake of cultural properties 3. Construction the network system of civic organization and local citizens 4. Perfoming the education for disaster management. The two implementation measures are: 1. Utilizing earthquake-damaged cultural properties 2. Executing research, promotion, and education of earthquake disaster management.
