방송중·고 학습경험인정제 이수인정평가체제 개선 방안 연구

A Study on the Improvement of the Accreditation System for Learning Experience Recognition System in the Open Schools

본 연구의 목적은 방송중·고 학습경험인정제 이수인정평가체제를 진단하고 해당 결과를 바탕으로 기존 학습경험인정제 이수인정평가체제 개선 방안을 마련하는 데 있다. 이를 위해 본 연구에서는 1)문헌연구, 2)설문조사, 3)전문가 협의회, 4)표적집단면접(FGI: Focus Group Interview)의 네 가지 연구방법을 활용하여 실증적 데이터에 기반한 현 체제의 체계적인 진단과 함께 제도 관계자 및 분야별 전문가들의 여러 가지 요구와 의견을 바탕으로 개선 방안을 도출하였다. 연구결과, 4개 부문, 14개 쟁점 가운데 4개는 학습경험인정제 인정대상 영역 확대 방안을 모색할 필요가 있는 것으로 나타났다. 특히 학생들의 수혜 확대를 위해 ‘학력미인정 학교형태 평생교육시설’을 인정대상 영역으로 확대하는 방안과 사후평가를 통해 인정 범위를 확대하는 방안이 도출되었다. 방송중·고에서 운영되고 있는 학습경험인정제 이수인정평가체제를 다룬 본 연구는 고교학점제와 2022 개정 교육과정에서 논의 중인 ‘학교 밖 학습경험’에 대해 시사점을 제시해 줄 수 있을 것으로 기대된다.

The purpose of this study is to diagnose the accreditation system of the learning experience recognition system which is recognition of prior learning system of the open schools and prepare the improvement plan for the accreditation system based on the results. In this study, four research methods were used: 1) literature studies, 2) surveys, 3) expert councils, 4) focus group interview to systematically diagnose the current system based on empirical data, and to derive improvements based on various demands and opinions from institutional officials and experts. As a result, 14 issues in four areas have been identified. In particular, 4 out of 14 explained the need to expand the area of the subject of learning experience recognition in order to expand the benefits of students. As a specific plan, the scope of recognition was expanded through recognition of learning experiences in lifetime education facilities in the form of unrecognized schools and post-evaluation. This study, which deals with learning experience recognition system of the open schools, is expected to provide implications for the “out-of-school learning experience” being discussed in the high school credit system and the 2022 revised curriculum.
