장애인의 전자정부 참여도에 영향을 주는 요인에 대한 연구

A Study of the factors of e-government participation of people with disabilities: Focusing on type of disability

본 연구는 장애유형별 장애인의 전자정부 참여 정도에 영향을 미치는 요인을 살펴보았다. 이를 통하여 장애인이 전자정부에 적극적으로 참여할 수 있도록 하는 방안을 모색하고자 했다. 이에 한국지능정보사회진흥원의 ‘2020 디지털정보격차 실태조사’ 원자료를 활용하여 2차자료분석을 실시하였으며, 연구대상은 지체, 뇌병변, 시각, 청각·언어장애인 1,713명이다. SPSS 27.0을 통한 분석결과 장애인의 전자정부 참여에 영향을 미치는 요인이 장애유형별로 차이가 있음이 확인되었으며, 특히 인터넷 접근성, 디지털 역량, 디지털 리터러시가 전자정부 참여에 영향을 미치고 있는 것으로 나타났다. 이같은 연구결과에 따라, 본 연구는 장애인의 전자정부 참여 활성화를 위해서는 장애유형에 따른 개별적 접근이 필요할 것을 제언하였다.

This study examined factors that affect the level of e-government participation of people with disabilities by type of disability to find ways to promote their e-government participation. Using the secondary-source data of the 2020 Digital Information Gap Survey conducted by the National Information Society Agency, this paper analyzed a sample of 1,713 persons with physical, brain, visual impairment hearing and language disabilities using SPSS 27.0 and found that the factors affecting their e-government participation varied depending on the type of disability. In particular, Internet access, Internet skills, and digital literacy were common factors. Based on these findings, this study suggests that it is necessary to take an approach specific to the type of disability in order to promote the e-government participation of people with disabilities.
