농어촌 통학 여건의 맥락과 딜레마에 대한 질적연구

A Qualitative Study on the Context and Dilemma of Commuting Conditions in Rural Areas

본 연구의 목적은 농어촌 통학과 관련된 교육 현장의 맥락과 딜레마를 심층적으로 분석하는 것이다. 이를 위해 본 연구는 농어촌 통학 여건 개선을 위한 선험적인 과정으로서 ‘원격농촌지역, 일반농촌지역, 도농복합시 지역, 대도시 근교지역’ 범주의 관계자들을 통하여 질적연구방법을 활용한 심층 면담과 현장 참여관찰을 실시하였다. 이를 통해 ‘노선 구성의 어려움, 통학 정책(버스)에 대한 긍정적인 인식과 안정적인 정책 지속의 필요성, 통학 정책 내 안전 문제, 정책 주체의 딜레마, 다양한 방식의 통학 차량 운영의 필요성, 통학 차량업체로 인한 이슈 존재, 통학 정책 관련 업무 경감 및 대응 체계 필요’ 등의 맥락이 확인되었다. 이를 바탕으로 농어촌 통학 현장 및 여건 개선을 위한 논의 및 7가지 정책적 방향성이 제시되었다.

The purpose of this study was to analyze in depth the context and the dilemma of the educational field in relation to commuting in rural areas. To this end, this study conducted in-depth interviews and field participant observation using qualitative research methods with stakeholders in the categories of (a) remote rural areas, (b) general rural areas, (c) combined rural-urban areas, and (d) suburbs of metropolitan areas as the a priori process for improving commuting conditions in rural areas. Through this, contexts including difficulties in route configuration, a positive perception of the commuting policy (by bus) and the need for stable policy continuity, safety issues within the commuting policy, the dilemma of the subjects of the policy, the necessity of operating school commuting vehicles in a variety of methods, the existence of issues due to school commuting companies, the reduction of work related to commuting polices, and the necessity of a response system were confirmed. Based on this, discussion and seven policy directions for improving the commuting situation and conditions in rural areas are presented.
