한스 애빙의 “예술경제의 패러독스” 논리 분석과 대응전략으로서 보조금 지원 관련 표준화 방안 연구

Hans Abbing’s “Art Economy Paradox” Logic Analysis and Study on Standardization Plan for Subsidy Support as a Response Strategy

본 연구의 목적은 예술가들을 위한 보조금 정책의 공정성 확보를 위해 한스 애빙의 예술경제 논리와 샌델의 정의론적 논리를 연결하여 분석하고, 그 범위 내에서 보조금 선정기준 요소를 설정하여 우선순위를 제안하고자 하는 것에 있다. 표준화 방안에 대해서는 정책제언에서 제안했다. 보몰과 보웬 등은 예술가들의 가난을 ‘비용 질병’이라는 용어를 사용하여 구조적인 문제로 해석하고 있다. 이러한 문제를 해결하기 위해 정부가 예술보조금을 지원하고 있다. 이에 지원의 방향, 지원의 기준, 지원 후의 관리방향에 대한 공정한 접근이 필요하다는 맥락에서 본 연구를 수행하였다. 한스 애빙의 예술보조금에 대한 경제학적 해석을 마이클 샌델의 정의 틀에 접목시켜, 예술보조금의 지향해야할 방향을 설정하였다. 그 요소들을 가지고 전문가 조사 AHP 방법을 통해 우선순위를 분석하여, 그에 따른 표준화 방법을 제안하였다. 우선순위의 내용을 정리하면 우선 ‘보조금 지원 방향’에 대한 고려를 해야 한다는 점이다. 특히, 경제적 지원측면에서 많은 관심을 보였다. 예술가들의 삶의 기본욕구해결, 복지적 측면에서의 지원이 가능해야 한다는 점, 보조금을 지원하면서도 예술가 개인의 매표행위와 기부받는 행위 등을 겸할 수 있도록 하는 방안도 고려할 필요가 있다는 점이다. 따라서 경제적 보탬이 될 수 있도록 하는 표준화 방안이 필요하다는 점이다. 보조금의 지향과 지원 조건, 관리 방식은 다른 영역일 수 있어서 다른 요소들 중심으로 살펴보면, 먼저 지대추구행위는 잘 관리해야 하며, 공정의 확보가 중요하다는 점을 강조하는 의견이 많았다는 점이다. 이상을 통해서 제주지역 예술보조금의 표준화 방안과 관련하여 예술가들에게 경제적 보탬이 되도록 기준을 만들어야 하며, 지대추구행위에 의한 왜곡 현상이 일어나지 않도록 해야 함을 알 수 있다.

The purpose of this study is to set up subsidy selection criteria elements and suggest their priorities in order to secure the fairness of subsidy policy for artists. This study analyzed and proposed by connecting Hans Abing's art economy logic and Michael Sandel's theory of justice. In this study, the standardization method was proposed in the policy proposal. Bomol et al. argue that artists' poverty is a structural problem using the term cost disease. The Korean government is providing art subsidies to solve these problems. The purpose of this study was that the government should set fair standards for the context of support, standards for support, and management direction after support when providing support. This study reflects Michael Sandel's concept of justice on Hans Abing's economic interpretation of art grants. In this way, this study set the direction for the arts subsidy. The priorities of the factors were analyzed through the expert survey AHP method. At the end of the paper, a standardization method according to the standard was proposed. To summarize the contents of the priorities, it is necessary to first consider the ‘direction of subsidy support’. In particular, they showed a lot of interest in terms of economic support. They emphasized that it should be possible to provide support in terms of welfare and solutions to the basic needs of artists. They emphasized that it is necessary to consider the need to consider ways to allow artists to perform both ticketing and receiving donations while supporting subsidies. Therefore, we can see that there is a need for a standardization method that can be of economic benefit. Also, in the survey, there were many opinions that emphasized that rent-seeking activities should be well managed and that ensuring fairness is important. Through the above, it was found that, in the standardization of art subsidies in Jeju, standards should be established to provide economic benefits to artists, and distortions caused by rent-seeking should be prevented from occurring.
