세계의 자원봉사 입법 동향 고찰

A Study on the Global Trends of Volunteerism Legislation

본 연구는 세계의 자원봉사 입법 동향에 대한 거시적 이해와 정보의 제공을 목적으로 수행한 탐색적 기술연구이다. 연구내용으로 UNV 지식포털에서 제공하는 전 세계 각국의 자원봉사법과 국가 정책에 대한 정보를 시기별·대륙별로 분류하여 추이를 분석하고, 사회경제적 수준과 자원봉사법 제정의 관련성을 살펴보았다. 기술 분석 결과, 194개 국가 중 현재 83개 국가에서 자원봉사법이 제정되었고 이 중 62개국에서는 국가 차원의 자원봉사 정책도 수립되었다. UN이 세계자원봉사의 해(IYV)를 선포한 2001년을 기점으로 지속적으로 증가하였으며, 2011년-2015년 사이 아프리카와 유럽 및 중앙아시아 국가에 집중되었다. 건강, 교육, 생활 수준을 포괄하는 인간개발지수(HDI) 순위가 상대적으로 높은 구간의 국가에서 비교적 많은 국가가 자원봉사법을 제정하였다. 자원봉사법명에서는 자원봉사 인프라 설립, 자원봉사자 보호, 청소년 자원봉사 증진, 시민사회 개발, 자원봉사단체 감독 등 핵심 목적의 특징적 차이가 포착되었다. 본 연구를 바탕으로 정치체계, 복지국가, 시민사회 발전 등 제도적 맥락에 따른 자원봉사법의 구체적 내용, 자원봉사법과 정책에 기반한 실제 정책 실행의 현황, 자원봉사법과 정책의 성과 등을 주제로 한 사례 연구와 국제 비교연구 등 다양한 후속 연구를 제언하였다. 이러한 심도 있는 연구를 위해 각국의 대표적 자원봉사 통계와 자료의 정비 및 현재의 UNV지식 포털 기능이 개선될 필요성도 발견하였다. 본 연구는 자원봉사 연구와 자원봉사 현장에서 활용될 수 있는 기초적 토대 연구로서 의미를 지닌다.

This exploratory descriptive study aims to provide a macroscopic understanding of the global trends on volunteerism legislation. The information on volunteer laws and national policies around the world was gathered from the UNV Knowledge Portal. They were classified by period and continent and the trend analysis was conducted. The socioeconomic levels of the countries having volunteer laws and policies were examined. The characteristics of the titles of volunteer laws were analyzed. As a result, 83 out of 194 countries have enacted volunteer laws, and 62 of them have established national volunteer policies. The number of countries continued to increase from 2001, when the United Nations declared the International Year of Volunteers (IYV). It was prominent in African, European, and Central Asian countries between 2011 and 2015. Relatively large number of countries with higher rankings of the Human Development Index (HDI) reflecting health, education, and living standards enacted the volunteer laws. In the title of the volunteer laws, characteristic differences were found in the core purposes such as establishing volunteer infrastructure, protecting volunteers, promoting youth volunteerism, developing civil society, and supervising volunteer organizations. Based on this study, follow-up studies like case studies and international comparison studies on the details of volunteer laws, actual policy implementation based on volunteer laws and policies, performance of volunteer laws and policies were recommended. For in-depth studies, the function of the UNV knowledge portal should be improved to maintain relevant statistics and data from the world.
