군 사회복지사 제도 도입의 필요성

2022년 1월 26일 국민의힘 조경태 국회의원은 사회복지사업법 개정안을 대표발의하면서 군 사회복지사 제도를 신설하는 것이 필요하다고 주장하였다. 군 사회복지사가 필요한 이유로 최근 군 부대에서 끊임없이 발생하고 있는 성추행, 폭력, 인권침해 등의 사건 등을 적시하였다. 공군 참모총장이 책임을 지고 사의를 표명할 정도로 문제가 심각하였으며, 군의 병영문화를 개선하려면 군 사회복지사 제도가 반드시 필요하다. 군 사회복지란 넓은 의미로 국민의 안전을 지키는 군인의 삶과 질을 향상시키는 것을 의미한다. 군인 개개인의 문제나 공동체인 군대 조직의 욕구나 문제점을 발견하여 해결함으로써 군인의 병영생활을 향상시키고 임무 수행 능력을 높일 수 있도록 기반을 다지는 것을 추구한다. 미국의 경우, 장교 또는 민간인이 군사회복지사로 활동하도록 하고 있다. 한국 군 복지 향상을 위하여 군 사회복지사 제도를 도입하는 것은 매우 필요하다. 군 사회복지사 제도 도입에 따른 입법 현실은 어떠하며 해결해야 할 과제는 무엇일까? 본 연구는 이러한 질문에 대한 해결책을 제시하고자 시작되었다.

On June 7, 2021, Cho Kyung-tae, member of the National Assembly said that it is necessary to establish a military recovery branch system and he will revision to the Social Welfare Act. Recently, there have been cases such as sexual harassment, Violence, Human Rights Violation in Army. and he pointed out the need for improvement. In order to solve problems within the military, it is necessary to introduce a military social worker system. Military social workers have expertise and are more capable of solving problems. It is necessary to introduce a military social worker system to improve the welfare of the Korean military. What is the reality of legislation and what is the problem to be solved by the introduction of the military social worker system?,This study was started to present a solution to these questions.
