장애인직업재활시설 이용장애인 기준 개선 및 지원 방안 연구

A Study on Improvement of Criteria for Persons with Disabilities Using Vocational Rehabilitation Facilities for the Disabled and Support Plans

이 연구는 직업재활시설을 이용하는 근로장애인과 훈련장애인의 구분 필요성을 검토하여 구분 기준을 재정립하고, 이에 따른 직업재활시설 및 이용장애인의 운영 및 지원 방안을 제안하고자 하는 데그 목적이 있다. 국내의 선행연구를 바탕으로 준거의 틀을 형성하고, 전문가 집단을 대상으로 한 델파이 조사를 진행하였다. 델파이 조사를 통해 직업재활시설의 훈련장애인과 근로장애인의 구분 필요성, 훈련장애인과 근로장애인 구분 기준, 훈련장애인 및 근로장애인 최소근로조건(근로장애인 임금수준과 산정 기준, 근로장애인의 근로조건, 훈련장애인의 훈련수당, 훈련장애인의 훈련기준)등 이용장애인의 기준마련을 위해 개선하거나 도입해야하는 정책⋅제도에 대해 확인하였으며, 이를 통해 정책적 제언과 한계를 제시하였다.

The purpose of this study is to review the necessity of distinguishing between the working disabled and the training disabled who use vocational rehabilitation facilities, reestablish the classification criteria, and propose a plan for operation and support of vocational rehabilitation facilities and the disabled using them. Based on previous domestic studies, a frame of reference was formed, and Delphi research was conducted targeting a group of experts. Through the Delphi survey, the necessity of distinguishing between the training disabled and the working disabled in the vocational rehabilitation facility for the disabled, the criteria for classification of the training disabled and the working disabled, the minimum working conditions for the training disabled and the working disabled (wage level and calculation standards for the working disabled, working conditions for the working disabled, training Policies and systems that should be improved or introduced in order to establish standards for the disabled, such as training allowances for the disabled and training standards for the disabled), were identified, and policy suggestions and limitations were presented.
