아동학대 대응체계 변화에 따른 아동보호전문기관의 심층사례관리 과제

Tasks of in-depth case management in child protection agencies according to changes in the child abuse response system -Focusing on the experience of the public officials in charge of child abuse-

이 연구는 아동학대 대응체계의 공공화 이후, 아동보호전문기관의 현재 사례관리 수행 상황을 탐색적으로 파악하고 향후 심층사례관리 전담기관으로서의 방향성을 모색할 목적으로 수행되었다. 연구목적 달성을 위하여 2021년 7월부터 9월까지 아동학대전담공무원 5명을 대상으로 개별심층면접을 수행하였다. 인터뷰 질문은 공공과 아동보호전문기관과의 협력경험, 심층사례관리기관으로서의 역할 기대, 심층사례관리 업무 수행을 위한 향후 과제였고, 조사 내용은 질적연구방법을 통해 분석하였다. 분석결과, 공공에서는 아동보호전문기관의 심층사례관리 수행에 대해 여러 가지 염려와 기대를 함께 표현하였고, 심층사례관리 전담기관으로서의 성공적 전환을 위해 필요한 실천역량과 환경적 조건을 제시하였다. 분석결과에 기초하여, 아동보호전문기관의 심층사례관리 역량강화를 위한 실천적 및 정책적 방안을 제안하였다.

This study was conducted for the purpose of exploring the current case management performance of child protection agencies after the publicization of the child abuse response system, and finding the future direction as a specialized agency for in-depth child abuse case management. To this end, from July to September in 2021, we conducted individualized in-depth interviews with five public officials in charge of child abuse investigation. The interview questions were about experiences of cooperation between public child protection sector and child protection agencies, expectations of child protection agencies’ role as an in-depth child abuse case management institution, and future tasks for in-depth case management agencies. As a result of the analysis, study participants who represent the public sector expressed various concerns and expectations about the in-depth child abuse case management of the child protection agencies, and suggested the practice competencies and environmental conditions necessary for a successful transition to the in-depth case management institution. Based on the results of the study, the practice competencies and policy strategies necessary for the development of child protection agencies’ in-depth cases management institution were proposed as implications of the study.
