일본의 아동가정청(こども家庭庁)* 설치 방향과 과제

Directions and Tasks of the Establishment of the Child and Family Administration in Japan

본 연구에서는 지속 가능한 사회를 위해 저출생･인구감소 해결책으로 완전한 아동 중심 사회 실현을 목표로 하는 일본의 아동가정청 설치 방향과 과제를 검토했다. 연구방법은 문헌연구였다. 연구결과, 아동가정청의 설치 방향은 아동과 양육자 관점에서 정책을 입안하여 모든 아동의 건강한 성장을 지원하겠다는 것이었다. 아동가정청 설치 과제는 문부과학성에 남겨 둔 유치원 업무를 아동가정청으로 이관하여 유보일원화 체제 구축, 육아가 사회적 영역임을 강조하여 운영을 위한 명확한 재정 확보 제시, 효율적 부처 간 소통 방법 강구, 업무 연계로 사각지대가 없도록 할 것, 보육･교육의 본질적 문제 검토였다. 시사점으로는 아동가정청처럼 한국도 아동정책만 전담하고 독립적으로 운영할 부처가 필요하다는 점이다. 이해관계나 정치적 논리가 아닌, 인간 발달에서 가장 중요한 시기인 아동 최선의 이익을 위해 모든 가능성을 열어놓고 논의해야 한다. 2025까지 목표로 하는 유보통합을 추진해 감에 있어 아동가정청 설치 방향과 과제를 참고하여 시행착오를 줄이길 제안한다.

In this research, directions and tasks of the establishment of the Child and Family Administration in Japan, which aims to realize a complete child-centered society for a sustainable society with solutions to low birth rates and population decline were reviewed. The research method was literature research. As a result of the research, the direction of the establishment of the Child and Family Administration was to support the healthy growth of all children by planning policies from the perspective of children and caregivers. Tasks of the establishment of the Child and Family Administration were to transfer the kindergarten work of the Ministry of Education, Culture, Sports, Science and Technology to the Child and Family Administration to establish a unified system, to secure clear finances for operation by emphasizing that childcare is a social area, to ensure that there are no blind spots through business linkage, and to review essential issues of childcare and education. The implication is that Korea, like the Child and Family Administration, needs a ministry that is exclusively in charge of child policies and operates them independently. All possibilities should be discussed openly for the best interests of children, the most important time in human development, not for interests or political logic. It is suggested to reduce trial and error by referring to directions and tasks of the establishment of the kindergarten-Day care Center Integration aimed at by 2025.
