제1세대 지역사회개발관점에서 본 1970년대 새마을운동에 관한 연구

A study on 1970's Saemaul Undong from the perspective of first-generation community development

이 연구의 목적은 지역사회개발과 새마을운동 간의 관계성 규명을 바탕으로 새마을개발 모델 정립을 위한 이론적 토대 마련이다. 이를 위해 1970 년대 새마을운동을 제 1 세대 지역사회개발을 통해 이론적으로 조망하고, 공통점과 차이점을 제시하였다. 먼저, 두 개념의 공통점으로는 지역의 내부 자원 활용과 주민참여, 주민참여의 동기부여를 알 수 있었다. 반면 제 1 세대 지역사회개발과는 달리 1970 년대 새마을운동은 지역사회를 중심으로 하는 중앙정부, 지방정부, 민간의 참여와 국가 차원에서추진과정이 관리되었다는 점이 가장 큰 차이점으로 드러났다. 이는 지역사회개발과정에 중앙정부의 지원을 배경으로 하는 지역의 자치 보장, 중앙정부의 개인 간, 지역 간 경쟁을 통한 인센티브를 통한 개인과 마을전체에 대한 동기부여, 국가 지원 자원에 대한 중앙정부의 관리 및 국가의 지역사회의 요구에 따른보충적 역할, 그리고 중앙정부의 체계적인 마을 지도자 교육으로 요약될 수 있다. 이 연구를 통해 제 1 세대 지역사회개발의 경험과 연구를 바탕으로 한국적인 상황에 맞게 진화된 지역사회개발모델로서 1970 년대 새마을운동과 새마을개발을 통해 현재의 빈곤퇴치와 삶의환경 제고를 목적으로 국제사회 곳곳에서 추진되고 있는 ODA 와 관련한 지역사회개발 추진에 실천적 측면에서의 의미를 찾을 수 있다.

S. Korea was one of the poorest countries in the world that could exist through international aid in the 1950s and 1960s. Nevertheless, Korea is the only country worldwide that has completely transformed its reputation by joining the Development Assistance Committee (DAC) under the OECD in 2010. The study attempted to discover the factors that enabled only S. Korea to transform its position in the world by exploring 1970s Saemaul Undong from the perspective of the early community development formalized in the 1940s and started to be systematically conceptualized in the middle of the 1950s. The findings could be summarized as follows; 1) local autonomy guaranteed in the community development process, 2) the central government's incentives through inter-individual and inter-regional competition to motivate individuals and the entire village, and 3) the central government's management of national support resources, 4) the government's performing supplementary role according to the needs of the community development process nationwide, and 5) educating community leaders. It is meaningful from a practical perspective in the community development initiatives related to ODA, which have been promoted in various parts of the world to eradicate poverty and improve the living environment.
