초등학교 예체능 사교육 실태 및 경감방안

An analysis of arts and sports shadow education participation by Korean elementary school students and suggestions for its reduction

본 연구의 목적은 초등학교 사교육의 문제를 해결하기 위하여 초등학교 사교육비 증가의 주요 요인이라고 할 수 있는 초등학교 예체능 사교육의 실태를 파악하고, 사교육비 경감방안을 탐색하는 데 있다. 이러한 목적을 달성하기 위해 통계청(2020)과 교육부(2020)의 ‘초중고 사교육비조사’ 데이터를 활용하여 분석을 하였다. 또한 초등학교 예체능 사교육비 경감정책 방안을 도출하기 위하여 예체능 관련 전문가를 대상으로 인터뷰하였다. 연구 결과, 첫째, 최근 10년간 초등학교 예체능 사교육비와 사교육 참여율이 지속적으로 증가추세이고, 초등학교 예체능 사교육 참여는 주로 체육과 음악을 중심으로 이루어지고 있었으며, 학원수강 형태의 참여가 가장 많았다. 둘째, 소득이 높을수록 취미·교양·재능개발 목적의 예체능 사교육 참여율이 높았다. 셋째, 교사와 학부모들은 예술·체육 활동의 필요성을 인식하지만, 교사의 경우는 수업시수 증가에 대해 부정적으로 인식하였다(‘초등학교 예술교과 시간 확대: 엇갈린 시선’). 예체능 중점학교 지정 확대는 바람직하지만, 실효성 있는 운영이 필요하였다(‘초등학교 예체능 중점학교 지정 확대: 같은 시선’). 그리고 정규교과 외의 예체능 교육활동 경험을 확대할 필요가 있었다(‘초등학교 4~6학년 예술활동 다양화: 대안적 시선’). 연구 결과를 토대로 초등학교 예체능 활동영역의 다양화 및 수준제고 측면에서 정책방안이 제언되었다.

The purpose of this study is to examine and solve the issue of excessive arts and sports shadow education undertaken by Korean elementary school students. This study investigates the state of elementary school arts and sports shadow education, which is the main driver of increase in overall elementary school shadow education expenses, [mainly] through analyses performed on the elementary and secondary school shadow education expense data provided by KOSIS and the Korea Ministry of Education. It then explores possible policy measures for expense reduction through various expert interviews. The research results are as follows. First, elementary school arts and sports shadow education is mainly concentrated on sports and music, and the most common form of participation is shadow academy classes. Second, elementary school arts and sports shadow education participation rate and expenses have continuously increased in the past 10 years. Third, through an FGI, 'Expansion of elementary school art subject time: Different perspectives'; 'Expansion of designation of primary schools for arts and sports: The same perspective'; and 'Diversification of artistic activities in grades 4-6: Alternative perspectives' were derived as meaningful themes. Based on the research results, a policy plan for the reduction of elementary school arts and sports shadow education is proposed in terms of diversification and level enhancement within schools.
