활동지원제공기관 실무자 사례조사를 통해서 본 장애인활동지원제도 개선방안

Improvement of the Personal Assistants System for the Disabled through a case study of the Provider

본 연구는 서울, 경기, 인천 등 수도권을 중심으로 장애인활동지원서비스를 제공하는 장애인자립생활센터와 장애인복지관 관리자 5명을 대상으로 초점집단토의(FGI)를 실시하였으며, 반구조화된 질문지를 바탕으로 의미분석(thematic analysis)을 통해 연구 문제와 핵심 주제들을 도출하였다. 분석 결과로는 활동지원기관의 과중한 행정업무로 인한 서비스의 질 관리의 어려움과 노동강도 차이에 따른 중증장애인 기피 현상, 부정수급 관리지침의 상이성, 학대 발생 환경이지만 주기적인 모니터링의 부재, 활동지원사 교육 및 양성의 문제점 등이 나타났다. 이상의 연구 결과를 바탕으로 활동지원제공기관 실문자 사례조사를 통해 본 장애인활동지원제도의 정책적 개선점은 다음과 같다. 첫째, 이용자 교육 의무화이다. 둘째, 전담 인력의 고용안정화 방안이며, 셋째, 부정수급 지침 관련 규정과 정기적인 안내, 넷째, 개인예산제와 같은 이용인의 초점을 둔 서비스의 개편이다. 마지막으로 활동지원사의 역량 강화와 학대예방을 위한 교육을 통해 서비스의 질 관리가 이루어져야 할 것이다.

In this study, a focus group discussion (FGI) was conducted through Zoom for five managers of the Independent Living Center for the Disabled and the Welfare Center for the Disabled, which mainly provides personal assistants services in Seoul, Gyeonggi, Incheon and so on and derived research questions and key topics through thematic analysis based on semi-structured questionnaires. As a result of the analysis, difficulties in managing the quality of services due to heavy administrative workload of the personal assistants services organizations, avoidances of severe disabilities due to differences in labor intensity, differences in the management guideline of illegal supply and demand, lack(absences) of regular monitoring in the environment where abuse occurs, and problems in training and training of personal assistants were revealed. Based on the above research results, the policy improvements of the personal assistants services system for case management based on the rights of persons with disabilities are as follows. First, user education is mandatory. Second, it is a measure to stabilize the employment of personal assistants services, third, regulations related to illegal supply and demand guidelines and regular guidance, and fourth, the reorganization of services focused on users, such as the personal budget system. Finally, quality management of services should be carried out through training to strengthen the capacity of personal assistants and prevent abuse.
