스스로 일구는 발달장애인의 돌봄과 일자리： 협동조합 설립 경험을 중심으로

Self-creating Care Services and Jobs for People with Developmental Disabilities： Focusing on the Experience of Participating in Cooperatives

본 연구는 발달장애인 당사자, 부모, 지역주민 등 다양한 이해관계자가 조합원으로 참여하는 사회적협동조합 및 일반협동조합의 설립 및 운영경험을 분석하는 질적 사례연구이다. 이를 위해 6개 조직의 연구 참여자와 심층면접을 통해 자료를 수집하고 반복적 비교분석법으로 분석한 결과, ‘부모사후 자립환경조성, 신뢰가능한 지역일자리 창출, 당사자가 자기결정권을 가지는 삶, 마을에서 함께 살아감’이라는 창업동기와 ‘내 문제를 비즈니스로 해결, 정부정책의 빈틈 메우기, 다양한 이해관계자와 십시일반을 통한 지속 가능성 확보, 빠르고 쉽고 저렴함’이라는 협동조합 설립동기가 나타났다. 또한 조직 설립경험에서 협동조합 원칙이 어떤 맥락으로 나타나는지 분석한 결과를 바탕으로 다양한 이해관계자 참여를 통한 전문성 증진, 조합원의 경제적 참여를 통한 자금조달 안정성 확보, 동종·이종 협동조합 협력을 통한 상호 발전과 지역사회 거점 네트워크 확장, 정책정보공유 활성화로 기존제도 활용을 통한 운영체력 확보, 현장 실천사례를 통한 제도개선 등의 함의를 제시하였다.

This is a qualitative case study that analyzes the experiences of cooperatives with the participation of various stakeholders. The results reveal that, motivating factors for establishing a cooperative include creating a self-reliant environment after parents’ death, generating trustworthy local jobs, promoting individual autonomy, and fostering community living. Other factors include addressing personal issues through business, bridging gaps in government policies, ensuring sustainability through collaboration with various stakeholders, and achieving a fast, easy, and inexpensive process. Additionally, analysis of how cooperative principles manifest in the experience of establishing organizations pointed to implications such as the enhancement of professionalism through diverse stakeholder participation, securing financial stability through members’ economic participation, mutual development and expansion of local community networks through collaboration with similar and different cooperatives, securing operational capacity through the utilization of existing resources via active policy information sharing, and system improvement through analysis of policy supplementary points via case studies of practical on-site organizations.
