Policy Network Analysis on the Policy Change Process of Survival Swimming Education

본 연구의 목적은 생존수영교육 정책변화과정에 대한 정책네트워크 분석을 통해, 정책변화과정의 시기를 구분하고, 각 시기별 과정과 특징을 확인하는 데 있다. 연구결과, 첫째 단계는 ‘생존수영교육의 태동기’로서 국회와 교육부는 협력적 관계에 있다고 볼 수 있고, 지자체와는 갈등 관계를 보였다. 네트워크 구조는 집중형이라 볼 수 있는데, 그 이유는 교육부를 중심으로 강력하게 정책이 주도되는 양상이 보였기 때문이다. 두 번째 단계는 ‘의무교육 강화 및 운영주체 혼란기’로서 교육부와 지자체는 갈등 관계에 있었는데, 주목할 만한 점은 교육부의 의도와는 다르게 민간 사단법인과 협력적 관계를 보였다는 점이다. 세 번째 단계는 ‘생존수영정책 확장 및 관련기관 난립기’로서 2단계에 이어 교육부와 사단법인의 협력적 관계가 심화되는 양상을 보였다. 위 연구결과를 바탕으로 생존수영 정책의 방향을 제시하였다.

This study aims to classify the period of this policy change process and to identify the process and characteristics of each period by analyzing the policy network for the policy change process of survival swimming education. The results demonstrate that the first stage is “the beginning of survival swimming education,” which is viewable as a cooperative relationship between the National Assembly and the Ministry of Education. Moreover, the study observes conflicting relationships with local governments. The network structure is viewable as centralized because the Ministry of Education exhibited a strong policy direction. The second stage is the period of the “reinforcement of compulsory education and chaos in operating entities,” wherein a conflict existed between the Ministry of Education and local governments. Notably, contrary to its intention, the Ministry of Education displayed a cooperative relationship with private incorporated associations. The third stage is the period of “expansion of the survival swimming policy and the proliferation of related institutions.” Following the second stage, the cooperative relationship between the Ministry of Education and the incorporated associations deepened. Based on these results, the study provides directions for the survival swimming policy.
