The Direction of Autonomy of School Curriculum

2022 개정 교육과정 총론 발표에 따라 학교 교육과정 자율화가 강화되고 확대되었다. 이에 본 연구에서는 교사 수준의 전문성 신장 운동에서 현재의 혁신학교에 이르기까지, 국가 및 지역 차원에서 진행된 교육과정 시행과 개정을 통해 현재에 이르기까지의 학교 교육과정 자율화의 방향과 준비 과정을 확인하였다. 이어서 학교 교육과정 자율화의 본래 취지를 살리는 데 걸림돌이 되는 현안을 살펴보고 이를 해결하는 데 필요한 요건과 질 관리 방안에 대해 논의하였다. 교육과정에 집중하기 어려운 현실적 이유, 문서 중심의 학교 평가 및 교육과정 편제의 경직성, 자율성보다는 강제성이 부과된 정책의 실행을 문제점으로 거론하였으며 학교 교육과정 자율화에 필요한 선행요건으로 top-down 방식과 bottom-up 방식을 병행하고 이를 확대할 것과 교사의 교육과정 문해력 제고, 행정적 지원의 강화 등을 제시하였다. 또한 학교 교육과정 자율화에 따른 질 관리 방안으로 수업과 교육과정 나눔 방식의 변화, 지역 교육청이 중심이 되어 관내 학교 연결망 구축, 질적 평가방식을 보완한 자율화 평가방식을 제안하였다.

With the announcement of the 2022 revised general outline of the curriculum, the autonomy of the school curriculum was strengthened and expanded. Accordingly, this study confirmed the direction and preparation process of autonomy the school curriculum to the present through the implementation and revision of the curriculum at the national and regional levels, from the teacher-level professional development movement to the current innovative school. Subsequently, it examined pending issues that hinder the original purpose of the autonomy of the school curriculum and discussed the requirements and quality management measures necessary to solve them. Realistic reasons for difficulty concentrating on the curriculum, rigidness of document-oriented school evaluation and curriculum organization, and implementation of compulsory policies rather than autonomy were mentioned. In addition, as a quality management plan for the autonomy of the school curriculum, changes in classes and curriculum sharing methods, the establishment of a school network in the jurisdiction, and an autonomous evaluation method were proposed.
