국립대의 경쟁력 : 대학정보공시자료를 활용한 탐색적 분석

Exploring Competitiveness of Korean National Universities Using Higher Education Information System Data

본 연구는 대학정보공시자료를 활용하여 국립대의 경쟁력을 체계적으로 평가하려는 예비적이고 탐색적인 분석이다. 대학의 핵심사명인 교육과 연구를 투입과 산출의 두 측면으로 구분하였고, 또한 국립대와 사립대를 규모별로 세분하여 분석한 결과, 교육 영역에서 국립대는 1 인당 학생수와 학생 1 인당 교육비, 신입생 충원률, 입학 최종 등록률 등에서 우수한 것으로 나타났다. 연구 영역에서는 전임교원 1 인당 논문실적이 많고, 논문 1편당 연구비는 낮아 더 효율적으로 연구를 수행하는 것으로 나타났다. 일부 국제적인 대학순위, 언론의 대학평가 등에 의해서 대학의 경쟁력을 판단하는 것은 매우 손쉬운, 그러나 너무나 위험한 일이다. 국립대 발전을 위해서는 국립대의 운영현황과 경쟁력에 관한 체계적인 분석이 선행되어야 한다.

This study is a preliminary and exploratory analysis to systematically evaluate the competitiveness of korean national universities with higher education information system data. In this study, training and research, which are the core missions of universities, are analyzed into the two viewpoints, inputs and outputs. The results of the subdivided analysis on national universities and private universities according to the size are as follows; (1) In training sector, national universities performed better in the number of students i:aprofessor, the education expenditure per student, freshmen recruitment, final enrollment, etc. In research sector, national universities produced more papers per full-time faculty and spent less money per paper, which means they perform research more effectively. It is very easy, but too dangerous, to judge competitiveness from some international university rankings and evaluation of university education by the press. For the sake of the development of national universities, it is necessary that the systemic analysis on the operation status and competitiveness of national universities precede.
