우리나라 다문화교육의 현황과 개선방안 - 법무부 사회통합프로그램 중심으로 -

Improvement and Situation on the Multicultural Education of Korea

한국에 정착하는 이주민들은 해마다 증가하고 있다. 한국에 살고 있는 이민자들은 한국어나 다문화 교육에 관심을 가지고 있어 자신이 원하는 곳에 참여하여 한국어나 한국문화를 배우려고 한다. 따라서 이민자들을 교육할 수 있는 추진시스템이 요구된다. 이 연구는 현재 이민자들을 대상으로 다문화 교육을 담당하고 있는 법무부의 사회통합프로그램 소개를 바탕으로, 교육대상자에게 필요한 실질적이고 효과적인 교육이 될 수 있는 방안을 제시하는데 목적을 두었다. 각 기관별 이민자들을 위한 교육프로그램의 특성이 모두 다르므로 현재 운영되고 있는 법무부의 통합교육과정 프로그램을 토대로 다문화교육에 관한 기본적인 개선방안을 제시 하면 다음과 같다. 첫째, 각 부처에서 개별적으로 운영되는 다문화교육을 특정 기관으로 일원화하는 것이다. 둘째, 이민자들의 원활한 정착을 위한 한국어 교육과정의 추진시스템을 통일하는 것이다. 셋째, 이민자들의 사회적응능력 향상을 위한 프로그램의 수강시간 확대를 가져와야 한다. 넷째, 학습 과정에 대한 평가의 확대이다. 다섯째, 부모교육에 대한 이해와 강조 이다. 정부에서 지속적으로 이민자들의 정 착을 위해 투자하고 있는 교육사업은 그 성과가 개인에게는 적응력을 길러주고, 사회적으로는 혼란을 감소시키는 방향으로 나타나야 할 당위성을 가지고 있다.

The number of immigrants to Korea is rising each year. Those immigrants are interested in Korean language and multi-cultural education, looking to learn about Korean language and cultures at a place they desire. Thus, it is necessary to establish a system for educating those immigrants. This study is focused on the integrated social programs of Ministry of Justice conducting multicultural education for immigrants. The purpose of this study is to provide suggestions for offering practical, effective education for immigrants. As each institution offers different educational programs for immigrants, the current integrated educational program of Ministry of Justice was used to create the following suggestions for improving the multicultural education. First, it is necessary to unify the multicultural education operated individually by each ministry into a single institution. Second, it is necessary to create a single Korean language education system designed to help immigrants se띠e into Korea. Third, it is necessary to increase the duration of programs to help immigrants adjust better to Korean society. Fourth, it is necessary to strengthen evaluation on the education and curriculum. Fifth, it is necessary to raise awareness of parental education and stress its importance. Government- funded educational projects that help immigrants adapt to a new society should be earned out in a way that boosts the adaptability of individuals and reduces social turmoil.
