대학기관연구 전담 조직의 역할 및 기능 탐색

Exploring roles and key functions of Institutional Research

본 연구의 목적은 국내 4년제 대학의 교육성과 관리 조직의 현황을 확인하고 대학기관연구 전담 조직으로의 전환을 위해 수행해야 하는 역할 및 기능을 탐색하는 것이다. 이를 위해 문헌분석, 전국 4년제 대학 현황 분석, 대학의 교육성과 관리 전문가를 대상으로 3회에 걸친 델파이 조사를 진행하였다. 연구 결과 전국 4년제 대학의 교육성과 관리 조직은 대학 본부 내 교육혁신총괄조직 산하에 설치되어있는 유형의 비율이 가장 높게 나타났다. 교육성과 관리 조직의 중점 수행 영역은 교육품질 개선을 위한 환류체계 구축인 것으로 나타났다. 델파이 조사를 통해 대학기관연구 전담 조직의 역할 및 수행영역을 도출한 결과 대학기관연구 전담 조직의 핵심역할은 대학 경영 효율화 및 교육 방향성 설정을 위한 합리적인 의사결정 지원과 중장기 발전계획과 연계된 대학 전반의 성과 관리 체계 구축으로 확인되었으며, 수행영역은 대학 성과 관리, 환류 체계 구축·운영, 학습 성과 분석, 데이터 통합관리로 구조화되었다. 본 연구의 결과를 기반으로 대학기관연구 전담 조직의 도입을 위해 고려해야 하는 사항에 대해 제언하였다.

The purpose of this study is to investigate the organizational status of outcome management in Korean 4-year universities and explore the key functions and roles of institutional research. To this end, a literature review, an analysis of the current state of 4-year universities nationwide, and three rounds of Delphi surveys with the experts in the field of outcome management were conducted. The results of the study showed that the majority of outcome management organizations in Korean 4-year universities are located under the educational innovation division of the university headquarters. The most emphasized area of outcome management organizations in universities turned out to be the establishment of a feedback system to improve the quality of education. The Delphi survey identified the core role of institutional research as providing the basis to support policy formation and decision-making based on data. The key functions of institutional research were classified as institutional outcomes analysis, learning outcomes analysis, feedback system construction, learning outcomes analysis,data integration and management.
