형법범죄율이 경찰관 수에 상호 미치는 영향

이 연구는 형법범죄율과 총경찰관 수 연간 시계열 자료로 상호 미치는 영향을 실증적으로 분석한 연구이다. 형법범죄율과 총경찰관 수에 관한 연구에서 사용되는 자료는 1976년부터 2021년까지 46개 형법범죄율과 총경찰관 수 연간자료이다. 형법범죄율과 총경찰관 수의 두 지표간의 인과관계와 상호영향력을 살펴봄으로써 두 변수 간 영향력의 정도를 분석하고자 한다. 형법범죄율과 총경찰관 수 연간 시계열 자료의 안정성 여부의 검정을 위한 단위근 검정과 형법범죄율과 총경찰관 수 연간 시계열 자료의 두 변수 간의 안정적이고 장기적인 관계 검정을 위한 공적분 검정과 형법범죄율과 총경찰관 수 연간 시계열 자료 간 상호 미치는 영향력 분석을 위한 VAR 모형과 형법범죄율과 총경찰관 수 연간 시계열 자료의 예측오차 분산분해기법과 충격반응 방법으로 분석하고 형법범죄율과 총경찰관 수의 원인변수를 파악하기 위하여 Granger 인과관계 검정을 실시하였다. 형법범죄율과 총경찰관 수 연간 시계열 자료의 실증분석 주요결과는 형법범죄율과 총경찰관 수 연간 시계열 자료 간의 상관관계는 0.79로 강한 양의 상관관계를 나타내고 있으나 그레인저 인과관계가 없는 것으로 나타났다. 형법범죄율과 총경찰관 수 연간 시계열 자료의 변화는 형법범죄율과 총경찰관 수 연간 시계열 자료의 변화에 그레인저 인과관계가 없는 것으로 나타나 상호 영향을 미치지 못하고 있어 형법범죄율이 늘어난다고 하여 총경찰관 수만 늘릴 것이 아니라 경찰관의 배치와 교육에 치중하여 형법범죄율을 줄이어야 할 것으로 판단된다.

This study empirically analyzes the mutual effects of the criminal law crime rate and the number of police officers using annual time series data. The annual data for 46 criminal law crimes and the total number of police officers from 1976 to 2021 was collected. By examining the causal relationship and mutual influence between the two indicators, the degree of influence between the two was analyzed. The unit root test examined the stability of annual time series data and the cointegration test assessed the stable and long-term relationship between the two variables. The vector autoregressive (VAR) model was used to analyze the mutual influence between the annual time series data. The forecast error variance decomposition method of the prediction error of the annual time series data and the shock response method were performed. To identify the causal variables of the criminal law crime rate and the total number of police officers, the Granger causality test was performed. The empirical analysis revealed a strong positive correlation of 0.79 between the criminal law crime rate and the annual time-series data of the number of police officers. No Grainger causal relationship was found between the annual time-series data of the criminal crime rate and total police officers, revealing they do not affect each other. With increasing criminal law crime rates, not just the quantity but the quality of police officers should be improved.
