유아교육의 공교육화에 관한 연구

A Study on Public Education for Kindergartens

This study on the requirements of establishing public kindergarten to be administered by the existing public primary schools for educational purposes and some other services for preschool children who need early childhood education including day care presents some consequential factors which make us assured, as a result of many-sided full analyses and examinations, that kindergarten should be established and administered systematically by the public primary schools for effective and comprehensive education which kindergarten children iniliis country and their parents need and want today. The method of the study was the combination of literature survey and survey research. The results of the study can be described as below : 1. This nation's existing kindergarten education system needs to be incorporated into the public education system. The integration must be realized especially for the equality of educational opportunity. But Currently, education provided by the infant schools has little socially recognized. Thus Both public relations and parents' recognition are roused about infant education. 2. Currently kindergarten education in this nation is not equally performed mainly because of financial support problems. Thus kindergarten educational finance should be raised. 3. Finance supports to private kindergartens should be strengthened. In this nation, such private institutions accounts for about 75% of early childhood education. But most of the institutions are under the self-supporting system greatly depending on tuition fees paid by children. Thus this poor financial condition results in low wages for private kindergarten teachers and deficiencies in facilities, materials and instruments unlike in national and public educational institutions for preschool children. And private kindergarten teachers were more unsatisfactory about comprehensive than public kindergarten ones. The government should provide financial supports. 4. The policy of unifying the existing dualistic system into the Education Ministry got relatively positive response. The national and public kindergarten and private day care centers inclined to reinforce educational function.
