A Study on School Restructuring Policy Ensuring Students and Parents the Right of School Choice

This study is to explore the school restructuring alternatives in order to ensure students and parents the right of school choice. For the purpose it adopted the literature review on the subject. As a literature review it examined the theoretical ground of the school choice policy, the potentials and limitations of the school choice policy, and compared school choice policies among the countries to draw policy implications for Korea. It also utilized survey research to gain opinion from parents on the school choice and the school restructuring policy. The major finding of the opinion survey are the followings. First, parents respond that present school system does not adequately meet the needs of students' aptitude and interest. Secondly, they respond that when the education authorities provide more right on school choice to the parents, it will influence positively the equality of educational opportunities as well as school accountabilities and educational quality. On the contrmy, they respond, it will increase the gaps among schools. If they choose among schools, they consider important factors schools' records of college admission, humanity education as school goal, relations between teachers and students, · distance and access to school etc. Thirdly, they respond positively that high schools be diversified in educational purpose and ideals as well as in educational program. However, they afraid that it is related to the matters such as the choice information among schools, policy consistency, disadvantage of college admission. Due to the societal changes it requires for students and parents to exercise more rights on school choice. Diversified high school system will provide students and parents more school choice rights that affect positively the quality of education. However, It might affect negatively the equality of education. Therefore, it needs that the policy ensuring students and parents the rights of school choice he introduced incrementally and controlled in a certain degree to harmonize important educational values.
