학교발전의 새로운 방안

New approaches of school development

이 굴의 목적은 학교발전 논의의 출발점이 되는 발전개념을 분명히 하고, 학교발전의 역사적 과정과 그 과정에서 얻은 교훈을 고찰하여, 새로운 학교 발전 방안을 제시하는데 있다. 발전 개념은 발전 잠재력, 방향성, 변화, 지속성의 속성을 가지고 있다. 학교발전 노력은 역사적으로 교육개혁운동과 교육연구, 특히 학교효과성 연구와 학교개선연구를 통해서 추진되었다. 이 두 운동에서 얻은 연구결과와 교훈은 학교발전 전략의 변화추세와 더불어 새로운 학교발전 패러다임을 제시한다. 그것은 학교조직의 발전능력을 신장시킴으로써 학교발전을 도모하는 자기 쇄신적 접근방법이다. 자기 쇄신적 접근방법은 교육성취에 초점, 교사개발, 연구와 성찰, 경영적·조직적 조건, 지도성, 체제적 접근 둥의 내부조건들로 특징지어진다. 학교발전을 위해서는 학교의 조직발전능력을 신장시키는 이러한 조건들을 갖추는 일이 중요하다.

The purpose of this paper is to refine the concept of development as the starting point of school development discussing, to examine the historical process of school development and its lessons, and the to present the framework for school development strategies. Development connotes four characteristics: development potentiality, direction, change, durability. Historically school development efforts unfold two directions: educational reform movement and educational studies, expecially educational effectiveness research and educational improvement research. The research finding and lessons derived from these movements suggest the self-renewing approach which aims to improve schools by strengthening organizational capacity for change and growth. This approach is characterized by the internal conditions within each individual school. These conditions include a focus on student achievement, staff development, research and reflection management and organizational conditions, leadership, and systemic approach. It is necessary to create these conditions for building the school organizational development capacity for school development.
