외국 학교체제의 자율성과 다양성

학교의 자율은 학교의 여건에 따라 다양한 교육을 가능하게 하는 중요한 요인이다. 전통적으로 중앙 의존적인 우리나라 학교의 자율성을 확대하기 위해 학교의 자율성이 크게 신장된 미국과 영국, 스웨덴의 사례를 살펴보았다. 미국, 영국, 스웨덴에서는 학교에 자율권이 많이 부여되었음에도 불구하고 자율권을 더 많이 부여하기 위해 적극적인 노력을 기울이고 있다. 미국에서는 헌장학교를 통해 학교의 자율권을 확대하고 있다. 많은 비판과 회의가 제기되고 있지만 꾸준히 성장하고 있다 영국은 아카데미학교를 통해 학교의 자율권을 확대하고 있고, 스웨던 역시 자유학교를 이용하여 학교의 여건에 부합된 다양한 교육활동을 허용하고 있다. 외국의 사례에서 보듯이 미국, 영국, 스웨덴온 학교의 문제를 학교의 특성에 맞게 교육하도록 허용하고 있다. 타의에 의해, 발령받고 마지못해 하는 교육이 아니라 사명감을 갖고 헌신적으로 지역의 여건에 맞게 교육을 수행하고 있다. 이런 학교의 자율권과 지역의 특성이 고려되는 학교경영의 방침과 실천의 사례가 확대되어 교육의 성과를 높아는 노력이 필요하다.

The Autonomy at school is very important because the situation confronting each school is very different from school to school. The autonomy makes a school solve its problem depending on its situation. Without autonomy a school has many difficulties to overcome. To get an idea from the advanced countries on school autonomy America, England and Sweden's Cases were reviewed. America's schools or school districts have much autonomy to manage their schools or school districts by themselves. Even they have much autonomy America has tries to enlarge their autonomy to solve their problems focusing on their situations. The major trend to enlarge school's autonomy is a charter school which gives a school more privilege to manage its school. The charter school was established in Minnesota, 1992. After that the number of charter school has increased to about 4,000 schools. In England the Academy school similar to American charter school was made in 2004. Even the number is now about 17 lots of people and parents are concerning about the results of Academy school. In Sweden the government has tried to delegate the authority to school. The school which the managing authority is delegated is a self control school. Three countries has a common trait to delegate much of authority to school. In spite of this governing system they tried to give a school more power to control its school by itself. It is very important for a school to manage its school depending on its condition. It gave Korean an good idea to solve school's problem depending on each school.
