지방 교육자치역량의 개념 및 평가체계 탐색

Conceptualizing the Competency of Local Educational Autonomous and Developing Competency Evaluation System

이 논문은 지방교육자치제 확대에 대응하여 지방의 교육자치역량을 정확하게 진단하고 필요한 역량을 확보할 필요가 있다는 문제인식에서, 지방 교육자치역량의 개념과 구성요소를 체계적으로 탐색하고 지방 교육자치역량을 평가하는 데 필요한 평가체계를 시론적으로 설계해보는 데 목적이 있다. 이를 위해 지방교육자치제, 지방자치역량 관련 선행연구 및 자료를 광범위하게 수집·분석하였다. 분석 결과, 이 연구에서 지방 교육자치역량의 개념은 지역교육의 특수성, 교육의 자주성·전문성·정치적 중립성을 확보하기 위해 지방자치단체가 갖추어야 할 능력(전문적 지식, 기술, 행위)과 태도(의지, 노력)로 규정하였다. 또한 개인 수준에서 논의되는 역량 개념의 범위를 보다 확장하여 지방 교육자치역량의 구성 요소는 개인, 조직, 구조·시스템 차원으로 구분하였다. 아울러 지방 교육자치역량 평가를 위해 평가 목적, 주체, 대상과 항목, 결과 활용 등을 제시하였다.

This paper systematically explores the concepts and components of local educational autonomous competency and systematically explores local educational autonomous competency in the problem recognition that it is necessary to accurately diagnose the local autonomous competency and secure the necessary competency in response to the expansion of the local educational autonomy system. The purpose is to design the evaluation system necessary for evaluation. To this end, prior studies and data related to local education autonomy, local autonomy, and local government competency (evaluation) were collected and analyzed extensively. As a result of the analysis, the concept of local education autonomy competency in this study is based on the ability (knowledge, skill) and attitude (will and effort) that local governments should have to secure the specificity of regional education, the independence, professionalism, and political neutrality of education. The components were divided into individual, organizational, and structure/system levels. In addition, the purpose of evaluation, the subject of evaluation, the subject (level) and items, and the use of evaluation results were presented for evaluation of local educational autonomy. This study is significant in that it contributes to advance the theoretical and practical discussion on local educational autonomous competency and to develop a plan to strengthen local autonomous competency.
