치매공공후견제도의 개선방안에 관한 연구 - 치매공공후견인의 활동경험을 중심으로 -

A Study on the Improvement Direction of the Public Guardianship for Individuals with Dementia -Focusing on the activity experience of public guardians for Individuals with Dementia-

본 연구는 치매공공후견인들의 활동경험을 통해 치매공공후견제도의 성과와 한계를 고찰하고 이를 바탕으로 발전방향에 대한 함의를 논의하는 것을 목적으로 한다. 이러한 목적을 달성하기 위해 치매공공후견인으로 활동하였거나 현재 활동하고 있는 7명을 대상으로 개별 면담을 통해 주제분석하였다. 분석결과 ‘기대를 안고 시작한 치매공공후견’, ‘치매공공후견인으로서 역할하기’, ‘치매공공후견인을 바라보는 시선’ 등 3개의 중심주제와 11개의 소주제가 도출되었다. 분석결과 치매공공후견인들은 치매노인의 광범위한 보호자 역할을 수행하면서 치매노인의 권익보호와 의사결정지원의 역할을 하고 있으며 제도의 필요성에 대해 깊이 인식하고 있었다. 하지만 치매공공후견인 지원 부서의 변동성, 직업적 전문성을 발휘하고 있음에도 인정해주지 않는 현실, 역량을 강화할 수 있는 교육의 부족 등으로 인해 어려움을 겪고 있음도 알 수 있었다. 이러한 결과를 바탕으로 치매공공후견제도의 향후 개선 및 발전방향에 대한 함의를 논의하였다.

This study aims to examine the achievement and limitations of public guardianship for individuals with Dementia through activity experience of public guardians and to discuss its future directions. In order to address these purposes, focus group interviews was done with specific focuses on the experience of people participated in Public Guardianship services for elderly with dementia. A total of 7 public guardians for elderly with dementia participated in focus group interviews. As a result of the analysis, 3 main themes and 11 sub-themes were derived: 'Public Guardian for Dementia Started with Expectations', 'Role as a Public Guardian for Dementia', and 'Looking at a Public Guardian for Dementia'. Public guardians for elderly with dementia play a role of protecting the rights and interests of the elderly and supporting decision-making while playing a wide range of guardians of the elderly with dementia, and are deeply aware of the need for a system. However, it was also found that they are experiencing difficulties due to frequent changes in the person in charge of supporting dementia public guardians, the reality that they are not recognized even though they demonstrate professionalism, and the lack of education to strengthen their capabilities. Based on these results, implications were discussed for the future directions of the public guardianship for elderly with Dementia.
