The Root Causes of Rural Tourism Development Intentions in Vietnam: A Local Government Perspective

베트남 농촌관광 개발의도의 근본 원인: 지방 정부의 관점 중심으로

농촌관광 사업은 베트남에서 최근 몇 년 동안에 큰 유행으로 급성장하였다. 베트남에서는 농촌관광이 점점 더 많은 관광객, 특히 도시 및 외국인 관광객을 끌어들이고 있다. 농촌관광 개발은 그 중요성으로 인해 베트남 중앙정부로부터 더 많은 관심을 받게 되었다. 그러나 베트남의 농촌관광 개발은 여전히 현지 공무원의 인식에서 발생하는 장벽을 비롯하여 수많은 어려움에 직면해 있다. 이를 해결하기 위해서 본 연구에서는 잘 알려진 계획행동론 및 조직지원론이라는 두가지 이론을 통합하여 지방공무원의 농촌관광 개발 의도를 예측하는 새로운 모델을 제시했다. 본 연구는 정량적 접근방법을 활용하여 교육프로그램에 참여하고 있는 지방공무원 405명을 대상으로 직접 설문조사를 실시했다. 연구결과는 계획행동론 및 조직지원론의 모든 요인이 농촌관광 개발의도에 긍정적이며, 유의미한 영향을 미친다는 것을 보여주었다. 또한, 본 연구에서 지도자의 지지 인지도가 농촌관광 개발의도에 직접적인 영향을 미치며, 정부지원 인지도와 농촌관광 개발의도 간의 관계에는 조절효과가 있는 것으로 나타났다. 본 연구는 농촌관광 개발에 대한 태도에 관하여 실질적인 성과는 제한적인 경우도 있지만 그 중요성을 강조하고 있다. 이 연구결과를 통해 지방 공무원의 향후 농촌관광 개발노력을 향상시키기 위해서 학계, 정부 및 정책입안자들에게 몇가지 이론적이고 실용적인 시사점을 제시하였다.

Rural tourism has gained popularity in Vietnam, attracting more tourists, particularly foreigners, and urban visitors. Despite the attention it receives from the central government, rural tourism development faces challenges, including the perceptions of local civil servants. This study combines the theories of planned behavior and organizational support theory to propose a model predicting the intention of local civil servants to develop rural tourism. A quantitative approach was used, with a questionnaire survey distributed to 405 local civil servants participating in training programs. The findings indicate that factors from both theories positively and significantly influence the intention of rural tourism development. Notably, perceived leader support directly impacts intention and moderates the relationship between perceived government support and intention. Despite its limited practical performance, the study emphasizes the importance of attitude toward rural tourism development. The research provides implications for academics, government, and policymakers to enhance local civil servants' intention for future rural tourism development.
