개원 3년차 인천보훈병원에 대한 평가 및 향후 과제

Evaluation of the Incheon Veterans Hospital in Its Third Year of Operation and Future Challenge

본 연구의 목적은 개원 3년차 인천보훈병원의 인프라와 진료실적을 개원 초와 비교하여 평가 결과를 바탕으로 인천보훈병원이 더 발전하기 위한 향후 과제를 마련하는 것이다. 긍정적인 평가로는 인천보훈병원은 인천과 주변 경기도 환자가 대부분인 지역 거점병원으로서 인천보훈병원 병원 설립 취지에 부합한다는 점이다. 간호간병 통합서비스 병상을 확대하여 고령인 보훈대상자들의 수요에 적합하다. 부정적인 평가로는 개설된 진료과에 전문의 공백이 개원 초에 비해 개선되지 않았다는 점이다. 병상가동률이 낮다는 점이다. 다빈도 상병에 경증질환 비율이 높고 노인성 퇴행성 질환 및 만성질환 중심으로 운영되고 있어 진료역량을 강화하는데 제한이 있다. 따라서 개원 3년차 인천보훈병원의 과제는 선택과 집중을 통한 진료 전문화, 인력 및 규모에 맞추어 내과 세부 분과 축소, 선택과 집중에 따른 의료장비 도입, 직렬별 인력 조정, 병상수 축소, 위탁병원과의 진료연계 확대, 간호간병 통합서비스 병상 확대에 따른 간호인력 적정성 평가이다. 인천보훈병원이 발전하고 설립 취지에 맞게 효율적으로 운영되기 위해서는 내외부 인사가 참여하는 정책 심포지엄을 통해 지속적으로 발전방안을 수립하고, 발전방안에 맞게 운영이 되고 있는지에 대해 외부 평가단의 평가가 요구된다.

Therefore, the challenge for Incheon Veterans Hospital in its third year of operation is to specialize in medical care through selection and focus, and to adjust its staffing and scale. Reducing internal medicine subspecialties, introducing medical equipment based on selection and focus, adjusting staffing by series, reducing the number of beds, and expanding referrals to referral hospitals and an evaluation of the adequacy of nursing staff due to the expansion of comprehensive nursing care beds. In order for the Incheon Veterans Hospital to develop and operate efficiently in accordance with the purpose of its establishment, it is necessary to establish continuous development plans through policy symposiums involving internal and external personnel. It is also required to be evaluated by external evaluators to ensure that it is operating in accordance with the Incheon Veterans Hospital’s development plan.
