Quality of Life Technology: An Initiative to Build Inclusive Society through Technological Development with Special Emphasis on Higher Education

삶의 질 테크놀러지: 고등교육을 중심으로 한 포용적 사회 구축을 위한 기술개발 이니셔티브

2010년, 대한민국 정부는 장애인을 돕기 위한 새로운 기술 및 서비스 개발 이니셔티브를 시작하였다. 이 프로젝트는 ‘삶의 질 테크놀러지 (QoLT)’ 로 명명되었으며, 스마트폰의 태동과 음성인식, 보완대체의사소통 (AAC) 장치의 개발과 맞물려 진행되었다. 본 논문에서는 해당 프로젝트의 진행을 평가하고 그 성과와 보완점에 관한 관점을 제시한다. 특히, 대학 환경에서의 계산과학 협동과정 운영에 관해 지난 12년간의 경험을 바탕으로 분석하였다. 이를 통해 청년 장애인과의 교육적 교류, 컴퓨터 활용능력 증대와 ICT (정보 및 커뮤니케이션 기술) 컨트롤타워 재구성 등을 제안하였다. 마지막으로, 현대 ICT와 공공정책이 적절히 활용된다면 장애인에게 크고 다양한 기회를 제공할 수 있으며, 경제 및 사회적 경계를 극복하고 자립에 다가설 수 있는 계기를 만들어줄 수 있다는 점을 강조하고자 한다.

In 2010, the Korean government launched a new initiative to help people with disability by developing new technology and services. The project, dubbed ‘Quality of Life Technology,’ coincided with the coming age of smartphones and the advent of related internet electronic services including speech recognition and augmentative and alternative communication (AAC) devices. This paper looks back at this past program and provides a glimpse into some achievements and shortcomings. In particular, the interdisciplinary computational sciences program for students with disability in a university setting was examined based on the last 12 years of experience. Suggestions are made such as early intervention of young people with disability for learning, ways to increase computer literacy, and reestablishment of ICT (information and communication technology) control tower to deal with the digital divide. Finally, this study emphasizes that the modern ICT and public policies, if administered appropriately, can offer an immense opportunity for people with disability to overcome barriers (both economic and societal) and enhance self-awareness that will eventually lead to independent living.
