중도입국 청소년의 조기적응 프로그램 운영실태 사례 및 발전방안 연구

A case study on the early adaptation program for the midway youth immigrants: Its administration and development plan

본 연구는 법무부에서 실시하고 있는 조기적응 프로그램의 추진 배경 및 운영 실태와 문제점을 파악하여 조기적응 프로그램의 발전 방안에 대해 논의하고자 하였다. 이를 위해 중도입국 청소년을 대상으로 조기적응 프로그램 참가시간 및 교육 내용 등에 대한 만족도에 관한 설문조사에서는 총 51명의 학생이 참여하였다. 설문지 내용을 토대로 한 심층면접은 학생 8명, 현장 전문가 5명으로 실시하였다. 연구 분석결과 조기적응 프로그램의 대상이 초·중·고등학생으로 함께 참여하고 있는데 아이들의 이해 수준과 집중도 차이의 어려움, 법과 제도 및 질서에 대한 교재 내용 이해의 어려움, 한국 사회 정보에 대한 이론적인 이해의 어려움, 교육 내용을 이수하기에 너무 많은 내용으로 구성되어 있어 시간의 부족함 등이 문제점으로 나타났다. 이러한 문제들을 해결하기 위한 발전 방안으로는 초·중·고등 분리교육 진행과 만화나 그림으로 이해하기 쉬운 교재개발의 필요성, 현장에 나가서 진행하는 현장체험학습과 같은 프로그램 추가, 한국인 및 본국 선배들의 멘토링 프로그램 실시, 교육부 차원에서 지원해주는 조기적응 프로그램 교육을 받을 수 있는 연계과정의 필요성 등 중도입국 청소년들이 한국 사회에서 범죄를 예방하고 사회생활과 학교생활, 직장 생활을 잘 적응 할 수 있도록 제도적인 적응 지원방안이 마련되어야 함을 제안하고 있다.

This study examines the background, operation plan, and the drawbacks of the early adaptation program for the midway youth immigrants, run by the Ministry of Justice, to discuss development plan. 51 immigrant students participated in a satisfaction survey on participation and education contents of the program. Based on the survey, in-depth interviews were conducted with eight students with five experts. It was found that the participants of the program ranged too widely from elementary to high school students, which in turn, causes the difference in the level of understanding and concentration. Also, they pointed out the difficulty in understanding the textbooks on policy, law and order as well as the difficulty of understanding the information about Korean society and voluminous contents of the program which caused the lack of time to learn. As solutions for the problems, my suggestions are separation of the students according to their grade, development of textbooks that actively utilizes pictures and cartoons to enable the students understand the knowledge more easily, supporting more field learning, conducting mentoring programs, connection process to the early adaptation program supported by the Ministry of Education, and arrangement of institutional supporting methods which prevent the midway youth immigration from crime and help them adapt to the school, work, and social life.
